Children
[Welcome Packet SRS] Homeowners are responsible for the conduct of their children. Parents are responsible for watching their children.
Please do not leave bicycles, toys, etc., on sidewalks, or any other part of community property. Unattended items can be a potential hazard to others' safety, are unattractive, and an inconvenience to neighbors.
Christmas Decorations
[Welcome Packet SRS] Thanksgiving and remove Christmas Decorations on or before January 15th of the New Year. A fine will be issued in the amount of $50.00, should your property not be in compliance with this rule.
Curfew
Manor Township has a curfew ordinance for anyone less than 18 years of age. Curfew restrictions are from 10 pm until 6am Sunday through Thursday and 12 midnight through 6 am Friday and Saturday. During the summer, the hours do not change.
Disturbances
In the best interest of good neighbors relations, please be conscious of the noise level inside and outside of your home. Anyone who has problems with noise from neighbors or their guests should call the police department, as this is not an Association issue.
Pets & Animals
The Manor Township ordinances pertaining to Animals and Animal Shelters shall be followed, as well as the following Woods Edge Homeowners' Association restrictions:
[Found in Declaration A4: Sec 2.1 (f)] No animal or poultry of any kind shall be kept on any Lot, except those commonly recognized as domestic house pets and the total number of such pets shall not exceed two animals per dwelling unit. Offspring of any domestic house pets which increase the number of such pets to a number in excess of one pet, shall be removed within three (3) months after birth. No kennel, doghouse or other pet shelter shall be permitted on any Lot. Domestic pets shall be confined to the Owner's Lot and shall not be permitted to defecate or run free on the Property of others or Common areas of Woods Edge Homeowners' Association property.
Parking Vehicles
[Found in Declaration A4: Sec 2.1 (j)] No exterior storage or parking [recreational] vehicles, including but not limited to trail motorcycles, mini-bikes, motor cycles, snowmobiles, campers, motor homes, boats, trailers, etc., shall be permitted.
No exterior storage or parking of Commercial vehicles (except those in the process of making deliveries or providing services) or any vehicle with advertising signage shall be permitted. No vehicles, including without limitation cars, trucks, motorcycles, mini bikes, motor cycles, snowmobiles' campers, motor homes, boats or trailers, shall be parked on a public street or right of way adjoining any Lot either (a) for more than twenty-four consecutive hours or (b) on a regular or recurring basis. All vehicles shall be parked in your garage, driveway or in the off-street parking spaces provided on your street. Also, please be courteous and do not block your neighbor'S driveway at any time.
Sidewalks
[Welcome Packet SRS] Sidewalks are to be kept clear at all time. They are an easement of your property, are for the public use. No bicycles, toy, chairs, etc., or any part of any vehicle is to be blocking or partially blocking any part of a sidewalk.
Trash
[Welcome Packet SRS] Friday is trash pick-up day. Homeowners are responsible for securing trash removal service. All trash stored outside of the house must be stored in a proper container with a lid. No trash cans, garbage containers, recycling containers or related enclosures shall be located in the front or side lawn area of any lot for more than a 24-hour period. For curbside pick-up, trash and recycling cannot be placed at the curb before 5:30 pm the night before your designated trash pick-up day.
Trash placed at the curb must be stored inside a proper container with a lid.
Empty containers must be returned to their stored location within 24 hours of placing them at the curb. The scheduling of a special pick-up may be necessary for large articles. No large articles, tires, etc., are to be stored outside of your home at any time.
Solicitors
Manor Township has a "No soliciting" ordinance for any business except nonprofit companies (such as Girl Scouts, churches, etc.). Any business that applies for and receives a solicitor's permit must show the permit to anyone who asks. If any solicitor does not have a permit or won't produce one, call the police immediately.
Fences
[Welcome Packet SRS] No fences shall be erected on any Lot, except that the foregoing provision shall not apply to privacy fences approved by the Architectural Control Committee. Any privacy fences must be approved by the Architectural Control Committee prior to installation.
Snow Removal
[Welcome Packet SRS] The policy for snow removal is as follows:
Under 2.5 inches
Sidewalks and Walkways only. If they do not do the driveways, they are to do one shovel line up the driveway to the walk so people can walk down safely and across the garage door once.
Over 2.5 inches
Sidewalks, Walkways and Driveways.
Snow will be removed within 24 hours after the snowfall has ceased, with the exception of emergency conditions.
The Association Board members monitor the snow forecasts, and while owners may anticipate snow removal as soon as the snow ceases, our snow crews have to travel to our community and sometimes after heavy snowfalls the crew have to free themselves from their snow conditions in order to service us. The Board directs the crews to start at different points throughout the season to provide a fair removal service.

Due to the danger of the snow covering gas meters, please make sure that meters are exposed and free of snow. While the crews attempt to remove the snow safely, during heavy snows and operating at night, it is sometimes difficult to locate the sidewalks and impossible to find the gas meters. It is recommended to stake these meters, as the fire companies do with the roadside fire hydrants.
All properties will be cleared of snow, but it may take some time in heavy snows. Homeowners may elect to remove snow and not wait for the crews. Please do not remove the snow if an ice storm is forecast, allow the snow crew to remove the snow once any dangerous condition has passed.
Lawn Mowing
[Welcome Packet SRS]
Our grass crew commences mowing when the majority of Woods Edge Homeowners' Association's lawns need cutting in the Spring. As an Association community, we have to consider our budget and the total community. Please be patient and understand that the Board has to make decisions in the best interests of all owners.
In order to keep costs down and monthly fees moderate, it is requested that all Owners refrain from putting objects out in the lawns that would require extra trimming by our mowing crews. It is requested that you landscape around decks and any other areas that need careful trimming in order facilitate the mowers travel around your yard and eliminate excess time and work.
Any landscaping or planting must be approved by the Architectural Control Committee approval. Mowers must be able to mow around these objects without danger to the crews.
For example, if you want to place benches out in the yard, it is requested you place patio squares under these benches so that the mowers may mow over these areas and around the benches without the need for trimming. Remember that the goal is to keep lawn maintenance costs down. If we all use care and consideration, our community and dues will continue to be manageable.
Fertilization
[Welcome Packet SRS] The Association contracts with a local company to provide a 3-5 Lawn Treatment for fertilization and weed control. These treatments are scheduled three to five times a year, depending on the program. Grub control is the each owner's responsibility The Association also treats the common areas evergreen trees, if an inspection of the trees reveals a Bag Worm Infestation.
Common Areas
[Welcome Packet SRS] There are 15 common areas around the Community. These are maintained by the Association. The park in Langley Square is for all owners' use.
Paint
[Welcome Packet SRS] Phillips Paint Store in the Woods Edge Shopping Plaza has a list of paint colors for our Association. If possible, please take a paint sample into the store and they will mix the color for you or you may provide them with the name of your street.
All trim and the Garage doors must remain the same color - neutral. All decks should be stained with a color in the brown tones to keep the natural look.
Homeowners' Association Fee
[Welcome Packet SRR] The assessment Homeowners' fee is due and payable on or before the tenth day of each month. Each homeowner will receive payment coupons which are to be included with each payment. Checks are to be made payable to Woods Edge Homeowners' Association and mailed in the self-addressed envelope provided by the Association. (There will be a $25.00 returned check charge.) Owners may choose to pay a full year's dues on or before January 10th of the current year and receive a 3% discount.
Late fees
[Welcome Packet SRR] Accounts not current by the tenth (10th) day of the month it was due, will be charged a 20% late fee, plus interest at a rate of 1.25%.
Architectural Control Committee
[Welcome Packet SRR] The Architectural Control Committee (ACC) is made up of two owners and one Board member. Before any landscaping, improvements, renovations or building commences on any lot, the Homeowner must submit a request to the Architectural Control Committee with a description of any changes.
All landscaping, improvements, renovations and building must be done in accordance with the covenants, conditions and restrictions to which all Wood's Edge properties are subject and must be approved by the ACC in writing prior to initiation.
Examples of changes that must be approved by the ACC:
a) Any changes in exterior color scheme. Each building must retain the same colors as the original color scheme. Full view glass storm doors that are the same color as the trim (neutral) on the building, or if manufactured - the color of your front door are acceptable.
b) Any requests to build or enlarge a deck.
c) Installation and placement of a satellite dish. Satellite Dishes are permitted, as long as they do not interfere with neighbor's view or property. They must be installed to the rear of any building. However, if no reception is available at the rear of any property, the Committee may approve another area that is not noticeable from the street.
d) Installation of awnings. Retractable awnings may not be installed on the roof. Installation must be under the soffit. Awnings must have a wind sensor in order to prevent damage to the building.
e) Installation of flag and/or flagpole.
* * All owners should check whether a building permit is required from Manor Township Zoning, before applying to the Architectural Control Committee for any improvements to the exterior of their homes.
The Architectural Control Committee ensures that the covenants, conditions and restrictions are observed and that our Community continues to project an attractive and desirable environment for all Owners.

[Welcome Packet] The Declaration of Covenants, Conditions and Restrictions and the Association's Rules and Regulations will be enforced by the Association to the fullest extent permitted by law.
It is the responsibility of the homeowner (whether residing in the home, or acting as the landlord) to fully comply with the Woods Edge Declaration and the Association Rules and Regulations, to prevent any condition of structures or landscaping on a lot that would be unsuitable or undesirable in its opinion, for aesthetic or other reasons or that does (or would) decrease the attractiveness of the Woods Edge Homeowners' Association Community.
Whenever a violation or breach of the Declaration or the Association Rules and Regulations is brought to the attention of an Owner by the ACC or the Association's Board, or its designee by virtue of a Notice of Violation letter, the owner then has a period of twenty (20) days to remedy the breach (unless a longer period is granted) or request a hearing before the Board of Directors.
If, after twenty (20) days from the date of the Notice of Violation letter, the violation has not been remedied and no Request for Extension or Hearing has been received by the ACC or Board of Directors, then the owner's membership privileges shall be suspended and the Association's Board will levy fines against the owner for the violation or breach.
Fines will be imposed as follows:
1) A $50.00 fine will be imposed twenty days (20) from the date of the Notice of Violation letter, provided that owner has not remedied the violation, received an extension or scheduled a hearing;
2) A $100.00 fine ten (10) days after the first fine was imposed;
3) A $300.00 fine ten (10) days after the second fine was imposed.
After the third fine has been imposed, the Association's Board or its designee can and will take the necessary legal action to remedy the violation or breach and collect the fines. If it becomes necessary for the Association or its designee to take legal action, all expenses of the Association in connection with any such actions or proceedings, including court costs and attorney's fees and any other fees and expenses and all damages, shall be charged to and assessed against such defaulting Owner.
IMPORTANT: If extenuating circumstances prevent the Owner from remedying the violation or breach within twenty (20) days from the Notice of Violation, the Owner must submit a written request to the ACC for an extension. The request should include the reason that the extension is necessary, the amount of time requested and a date by which the violation will be remedied. The request must be received by the ACC prior to the expiration of the original twenty (20) day allotment. The extension mayor may not be granted at the discretion of the ACC. In either case, the Owner will promptly be notified in writing of the determination.

Board Meetings
Your Board members meet every three months at a breakfast meeting, usually at a local restaurant commencing at 9:00 a.m. Owners are invited to come to the meetings and observe. If a member has a concern or information for the Board, they are invited to provide this to the Administrative Assistant for inclusion on the Agenda.
The Association has an annual meeting held in December. Notice of the time and place along with an Agenda is provided to every Owner. All owners are encouraged to attend and support the Homeowners' Association or, if attendance is not possible, then you will be provided with a Proxy form so each Owner's position or any issue is taken into account.
Newsletter
Your Board members provide owners with Newsletters during the year. This keeps all owners involved in the happenings of the Community. If you have a contribution for the newsletter, please contact a Board member. Please contact any Board member with any questions and/or concerns. Remember we are a large community and the Board strives to protect Wood's Edge properties and all Owners, present and future.
Selling your home
Please remember to call our Administrative Assistant (7171) 572-3353 and provide the date of your settlement and the names of the new purchasers upon entering into an Agreement of Sale of your Wood's Edge property. The Buyer's Agent or Purchaser(s) will be provided with a Re-Sale Certificate package as per the Agreement of Sale requirements. The Seller's Agent or Seller(s) will be provided with an invoice to cover the cost of the Re-Sale Book. This invoice is to be given to the Settlement Company.
There is a $100.00 charge to the Seller(s) for the Re-Sale package on the HUD 1 Settlement Sheet. Also, please be aware that the Seller(s) is to advise Buyer(s) there is a Reserve Fund Fee due to be paid at Settlement. The Reserve Fee is twelve months of current dues. The Reserve Fee is non-refundable to all owners purchasing Woods Edge Townhomes after January 1,2014. The new owners will be charged a pro-ration of the monthly dues if settlement takes place during the month. You will receive a refund, if one is due to you, if you are settling on your home prior to the end of the month and have paid up your monthly Homeowners' Association Dues.
