2010 ANNUAL REPORT OF THE WILMINGTON TOWNSHIP PLANNING COMMISSION

As mandated by section 207 of the Pennsylvania Municipalities Planning Code, the Wilmington Township (Lawrence County) Planning Commission makes the following report to the Board of Supervisors with regard to the Planning Commission’s activities for 2010.
The Planning Commission met twelve (12) times during 2010. All twelve (12) were our regular monthly meetings.
The Commission approved three (3) subdivisions. Two (2) of these were minor subdivisions while the third was a lot-line adjustment. One (1) of the minor subdivisions was a resubmission of an application for which the Commission had granted approval in 2009 pending certain conditions being fulfilled. The conditions were not fulfilled within the time limits set by the Commission so the application had to be refiled.
The Commission reviewed and recommended to the Supervisors for their action two (2) requests for conditional use approvals associated with large farm based businesses, each of which was a part of an agricultural mixed use.
The Commission recommended three (3) changes to the Township Zoning Ordinance, one (1), prepared at the request of the Supervisors, dealing with noise, one (1), prepared at the request of the Supervisors, dealing with signs, and one (1) dealing with the rezoning of a portion of the R-1 district located on the south side of Route 208 to Commercial. [Note that at its January 2011 meeting the Commission recommended that the Supervisors not proceed with the last of these amendments. The Commission is working on a revised amendment that we hope will better accomplish our purpose.]
At several of our meetings persons from the community were present to give input on the aforementioned proposed amendments, and/or to express their support for those amendments. In addition, four (4) different individuals or groups came to meetings to request advice from the Commission on various matters regarding zoning or subdivision questions.
The Commission discussed briefly the ramifications of changes currently being made at the County level with regard to rules for stormwater management. The Commission also provided input on the materials relating to Agricultural Security Zones within the Township.
In addition to the matters noted above, the Secretary reported that he had several meetings and telephone conversations with the Township Solicitor with regard to the contemplated changes in the Zoning Ordinance.
He also responded as an individual to various questions posed to him during the year by people seeking advice on matters pertaining to zoning or subdivisions within the Township.
