Minutes of the Wilmington Township Planning Commission
Meeting of February 20, 2007
The meeting was convened at 8:02 p.m. at the Township Building.
Members present: William Allen; Frank Antoniazzi, chair; Dale King; Frederick Neikirk, secretary; and Lynn Williams.
Members absent: None.
Visitors: Karen Coulter, Ted Isoldi, Joseph Knott, Dorothy Miller, Rick Miller, Russell Miller, and Dan Wengerd.
1. Secretary’s Report
a. The minutes of the meeting of January 16, 2007, were read and, on motion, approved.
2. Mr. Knott, Mr. Isoldi, and Mr. Wengerd were present in support of the proposed Wengerd Subdivision. This plan consists of a three lot subdivision on Route 956 west of Route 208. Lot 1 consists of 9.316 acres and is the residual lot. It is north of Route 956. Lot 2 consists of 6.004 acres lying south of Route 956. The intent is to convey this lot to NWB&L, Inc., as a non-building, side-lot addition. Lot 3 consists of 31.330 acres lying north of Route 956. All lots have buildings. Lot 3 is served by on-lot water and a privy. The proposed subdivision is located in an area zoned Agricultural. DEP non-building waivers have been received for the subdivision, as has the review letter from the County Planning Department. Lynn Williams recused herself from consideration of this matter since she and her husband are buying one of the lots.
[NOTE: A needed correction was made to these Minutes at the 18 September 2007 meeting. In item 2 all references to Route 956 should be changed to Route 208, and it should read 'west of Route 18" rather than "west of Route 208." It was moved, seconded, and carried to correct the minutes accordingly.]
The applicant has asked for waivers from having to provide a) the location of the benchmark (Sec. 2303.2.1) and b) a PA one call serial number (Sec 2303.2.o). Both waivers are being requested because there is no building being anticipated on any of the lots. It was moved, seconded, and carried that the requested waivers be granted. It was noted that these issues will need to be addressed before any new building (except accessary buildings) can take place on these lots. In addition, an approved sewage module will need to be obtained if any such building is to take place.
It was moved, seconded, and carried that the proposed subdivision be approved with the two waivers noted. The Secretary signed the non-building waiver and the officers signed both the mylar copy of the plan and a paper copy of the plan.
3. Mr. Knott, Mrs. Coulter, and the three Millers were present to seek advice with regard to plans that are being developed to subdivide the farm that is part of the estate to which the latter four are heirs. The Commission responded to various questions, noting that nothing is binding until a formal plan is received.
4. A plan for a Neff Subdivision has been received. However, it was not submitted until February 12 and no letter has been received from the County. For both these reasons that plan was not before the Commission at this meeting.
There being no further business that could be accomplished at this meeting, the meeting was adjourned at 9:14 p.m.
