Minutes of the Wilmington Township Planning Commission
Meeting of December 21, 2010
The meeting was convened at 8:04 p.m. at the Township Building.
Members present: William Allen; Frank Antoniazzi, chair; John M. Byler; Frederick Neikirk, secretary;
and Lynn Williams.
Members absent: None
Visitors: Kerry Schroyer.
1. Secretary’s Report
a. The minutes of the meeting November 16 were read.
On motion, they were approved with one typographical correction.
b. Reported that the term of member William Allen expires in 2010.
c. Reported that the Supervisors have hired Frank B. Taylor
Engineering to serve as Township Engineer when Dennis DeSilvey is not available.
d. There were no formal applications arising under the Zoning or Subdivision Ordinances.
2. Dr. Schroyer was present in support of the proposed amendment to rezone some properties adjacent to Route 208 from Agriculture to Commercial. The Secretary shared the proposed amendment that the Township Solicitor had drafted in consultation with the Secretary. (See Attachment 1 and see 09/21/10, item 2 and 11/16/10, items 3,5 for background.) The proposed amendment has been reviewed by County Planning. Their only comment was that the copy of the Zoning Ordinance they have lists churches as permitted uses in Commercial Districts. Apparently that was left out when the Ordinance was retyped several years ago. It was agreed by common consent that, given the small amount of land in our Commercial Districts, it is better to have churches as conditional uses in those districts. After discussion it was moved, seconded, and carried to recommend the proposed amendment to the Supervisors for their consideration.
3. The Township is undergoing the periodic review of the properties that are part of the Agricultural Security Zone. A list of properties currently in the Zone was provided. The Commission is requested to provide input. It was moved, seconded, and carried to note that we reviewed the list of properties currently in the Agricultural Security Zone and, based on the information we have, we see no objection, noting that we have no ability to check on the required percentages of certain soil capability classes nor to know for certain that all parcels of less than ten (10) acres are contiguous to other parcels in the Zone.
4. It was moved seconded and carried that the Commission’s meetings for 2011 be set for the third Tuesday of each month at 8:00 p.m., at the Township Building, unless there is an election on that day at which point the meeting will be moved to the fourth Tuesday. On motion, the Township Secretary was asked to advertise these dates.
It was agreed to hold the election of officers as the first item of business at the January meeting.
There being no further business that could be accomplished at this meeting, the meeting was adjourned at 8:47 p.m.
