"On The Nature of Gangs" was written by Andrew Benton for the Southowilson campaign setting, and recreated here with minor changes in geography to help define gangs in Cyberpunk.
The vast majority of the gangs in the Chicago Sprawl are small, relatively non-descript gangs based around a local... from ten to a hundred individuals in their teens and early twenties who claim an area of turf as their own. Gangs may form around ties of meme; ethnicity, language, culture, or simply locale. The nature of the bond usually influences the name of the gang, as well as it's size and cohesion. Gangs generally war with one another over turf, resources, honor, unsettled grudges, or even simple boredom. Most of these gangers have few useful skills and limited access to equipment or weaponry. Most of their incomes are generated through petty crime, small-scale extortion, and the sale of black-market goods on their turf... drugs, and weapons being typical. On occasion, gangs will have ties to the larger crime syndicates, either acting as dealers, soldiers, or markets. The majority of gangs in the Chicago Sprawl fit into the general qualities described above, though not all. There are more specialized sub-types of the gang that bear mentioning due to their unique natures, a few of which are briefly explained below.
Boosters are organized like conventional gangs, but are oriented towards body-modification and random violence... while many people in 2100 have modifications of one sort or another, Boosters generally load up on streetware combat cyber, battle drugs, and powerful weaponry. They then will go out onto the street and look for victims/enemies to attack. Boosters are generally short-lived and flashy... the most dangerous ones are those that are tough and smart enough to survive encounters with rival gangs and law enforcement. On certain nights of the year (the specific one depends on the gang) the entire group will go on a massive rampage, killing as many people as possible in a massacre, then disappearing in the confusion.
Culties are among the most sinister of gang types. While other gangs are motivated by greed, rage, or thrill seeking, Culties are motivated solely by religious or political memes. Such gangs are usually very cohesive, often fanatical in the pursuit of their ideological aims. Some may be covert and active, while others may be the glassy-eyed zombies passing out flyers at the transit center. Culties are often very ritualistic... understanding their activities often requires an insider's insight into their beliefs. The worst sorts of Culties are "maltheists" who worship Satan, Outer Gods, or other figures of pure evil. These gangs often commit atrocities such as human sacrifice, cannibalism, or worse, and are responsible for the oppressive "vibe" found in some districts of the Chicago Sprawl.
These gangs are organized like a conventional gang, but they are oriented towards defending the populace of a particular area from predation by other criminals. These gangs spring up in areas where there is a power vacuum, and usually function with the tacit support of local residents and occasionally law enforcement. Many Guardian gangs are based around mainstream religions (those practiced by a majority of residents) and tend to be fairly ruthless when dealing with criminals, not of their particular faith or creed. Sometimes they exceed their original mandate and become a greater menace than the criminals they purport to oppose.
GoGangs are like any other type of gang, differing only in their mobility; all members will have heavily modified vehicles of a certain type, which they maintain lovingly and use in the commission of crimes. In the past, GoGangs would have been known as biker gangs, car clubs, or bosozoku; all are lumped together in common parlance. GoGangs travel a lot, and may not have one permanent base. Some reside in the ruins outside the Metro area, only coming into the city to re-supply or raid. A few of the larger GoGangs are believed to be the direct descendants of the marauder packs of the 2020's, though this is more a matter of legend than fact.
Moddies are gangs focused on radical body modifications, aimed at changing their identities. A radical outgrowth of the zombie walks and cosplay communities of the early 21st century, the Moddy movement takes this from a hobby of expression to an all-consuming identity. Some gangs emulate celebrities, historical or fictional characters, or persona archetypes, or animals. Moddies are often post-human in outlook, and while nowhere near as dangerous as Boosters, they often are of dubious sanity. Moddies usually have implants to match their adopted personae, including the requisite brainwork to alter their personalities to fit. Subtypes include Zombies, Furries, Societal Anachronists, and Attacking Clones.
While there are hundreds (if not thousands) of active gangs in the Greater Chicago Sprawl, most are nothing more than a handful of disenfranchised youths "claiming" territory and occasionally causing a ruckus. The gangs listed here are recognized by the Greater Chicago PD as true threats to the people of the Chicago. They do not meet the requirements to enter the list of Organized Crime Groups such as the American Club or Yakuza. The GCPD call these gangs the Terrible Ten, and each group (with the exception of the Disciples of Solomon, which are on this list for another reason entirely) are made up of hundreds of members (and sometimes satellite organizations which can boost their numbers to a thousand or more).

Best described as Cyberpsycho Culties, the gang is only 13 members strong. Every individual of this gang is wanted by the GCPD Cyberterrorist Unit with $20,000 bounties on each individual and a $50,000 bounty on the enigmatic leader, Solomon. For the most part, they stay to themselves waiting for a sign from their leader as how and when to act, squatting in a series of abandoned buildings in the old dock area of Chicago. Every member has received extensive milspec combat modifications, making a straight up fight with individual members extremely deadly. They came onto the public radar with a series of coordinated strikes against holdings of a small Agricorp, essentially shutting down their operations indefinitely. The Agricorp had to sell out to a larger competitor, leaving the media to speculate that they might be some sort of covert military unit or mercenaries. That said, they took no prisoners in their strikes, executing everybody they ran across. Recovered combat footage released by anonymous netrunners shows that during every execution, the Disciples recited elements of the Song of Songs, a Talmudic verse between two lovers. In 2099, the GCCU finally got a hot tip as to the location of the Disciples. Five squads of highly trained men and women went in to take them out, but they all died in the ensuing firefight. The GCCU only managed to kill one of the Disciples for their troubles, and is still recovering from the massive wound this did in not only their numbers but their pride.

A loose confederation of netrunners, NEST exists as a virtual gang/cyber-terrorist organization whose only purpose is to attack the "power structures" of the Greater Chicago Sprawl. NEST has claimed responsibility for some very startling realizations recently, having blown open stories of corruption in the top ranks of Dynalar Medical Services and Frost Electronics Corp, confirmed the existence of a CyberGenetica black site on an artificial island in Lake Michigan, and linked the political alliance Chi-Town Freedom League with the American Club. Since NEST is decentralized, efforts to track down members en masse have been slow, although Corporate Police have made some headway recently when they tracked down the purported leader of NEST, who goes by the alias WIZPR. WIZPR just barely managed to escape the corporate noose, but not before his or her sanctum was raided.

A bosozoku that has claimed the I-90 Super Highway Network, Black Rain is the largest of the go-gangs in Chicago. If all members of Black Rain take to the road, they'll take up three solid miles of roadway bumper to bumper. Since the I-90 has been rebuilt, it and it's tributary highways run the length and breadth of the Greater Chicago Sprawl, leaving a lot of territories to cover. Multiple Black Rain clubhouses can be found in each of the Greater Sprawl's districts and it's leader Gogo Chigusa, is constantly making the rounds. It's said she spends her nights at a different clubhouse every night, socializing and planning attacks with each of her little "Rain Drops".

An almost stereotypical Guardian Gang made up of latinx residents of the Atlantic and Peach Trees housing arcologies, La Familia was founded with a philosophy of "overcoming racial prejudice" and creating an organization where family matters. They have evolved into a criminal enterprise, spreading their organization outside of the Atlantic and into the Bracket. Smaller tribes operate in other areas of the Chicago Sprawl, but all receive their orders from the gangs leader, Ángel "Primer Padre" Salazar. The leaders of the other tribes are all called Tio and Tia, or Uncle and Aunt, and are mostly subservient to the First Father. La Familia's criminal pursuits are drugs and theft, although most floors of the Atlantic pay a protection fee to ensure their safety. While the Atlantic has several smaller gangs operating out of it, none would dare cross La Familia. The Ma-Ma Clan out of the Peach Trees housing arcology was La Familia's main rival in the Bracket until the Arcology War and the death of Ma-Ma. Since then, La Familia has moved into the Peach Trees arcology and has begun operations there.

A moddie gang made up of mostly Hindi and Eastern Asia members, the Yama Kings undergo extensive body modification to make themselves look as terrifying as possible, just like their interpretation of Yama the King of Hell. They are not serious organized criminals, so much as miscreants who want to terrorize other people. They often break into people's residences that they consider sinners and terrify them for a night. The Yama Kings call this rite the "Taking the Southern Road". Some of the more traditional members have murdered these sinners in gruesome ways at the end of the rite, but the majority will leave and call the cops to release their victims. When riots occur in Chicago, it is a safe bet that it will draw the Yama Kings out of hiding, with them traveling from their lairs around Joliet to enjoy the festivities.

The dominant guardian gang in predominantly African-American neighborhoods of Southside Chicago, the “Wardens” are an offshoot of the mainstream Nation of Islam (NOI). The NOI gained popular acceptance in the decades following the Third World War, and for a time was a dominant political force in the city. Though their fortunes have receded somewhat, the NOI remains powerful. The ‘Wardens” are the unofficial street presence of the NOI, representing its younger and more radical membership. They fill the niche previously occupied by several of the largest gangs, such as the various “Disciples” of the pre-war years. Currently, they maintain a public profile as protectors of the common person and defenders of their faith; a few small sets actually live up to this rigorous aim. In reality, the vast majority of “Wardens” commit the same mayhem as the gangs they co-opted… they just do it while wearing trademark black armor suits over red shirts. Their various enterprises blur the line between organized crime and street gang; their enterprises are often well run and well funded, but they are internally divided by turf. Members are rarely openly involved in the drug trade, seeing it as sinful to prey upon the African-American community. They do however allow it and other vices to flourish in exchange for a cut, so long as the impact is kept minimal or it is directed against other ethnic groups.

Gang Type: Cultie Guardian
Campaign Years: 2100; 2117
The “Pharaohs” are a strange gang blurring the line between Culties and Guardians. Originally from New York City, the Pharaohs were established in the Chicago area in the 2070’s as a religious organization based on Black Nationalism. They very quickly grew in opposition to the NOI, seeking to supplant it in power and prestige. Over time, the organization and its affiliated gang have grown in membership and radicalism. The Pharaohs believe in a complex theology of Africans as the original race, and the primacy of ancient Egypt as the first advanced civilization, as well as some odd connections to conspiracy theories, UFO’s, and spiritualism.
In modern times, the Pharaohs believe that the NOI and the Wardens have sold out and are now pawns to the global system. It is their goal to take Chicago from the NOI and the Wardens, block by block, and lead the African-American community to true salvation. While few Chicagoans take their theology seriously, they have to concede that the Pharaohs are indeed serious and sincere. While the Pharaohs do commit their share of murder and mayhem, it is directed mostly against the NOI and occasionally against “outsiders”. They do not tolerate vices within their turf, and members who are involved in such things are not long for the world. Individual Pharaohs often wear strange clothing and ornaments of Egyptian style, and visible cyberware will often be richly decorated in artificial lapis and gold. Their bases are decorated like ancient Egyptian temples, and members usually adopted Egyptian-inspired names.

The True Survivors are an extremely violent gang of humans and mutants that lay claim to a large portion of the dock area of the Calumet Nuke Zone. They all almost exclusively wear armored hockey masks to hide their deformities, which they stole from a ruined warehouse around the docks. In the Nuke Zone, they have no real reason to hide their identities, since there is no police presence. The True Survivors are the largest of the violent gangs in the Nuke Zone and are often at war with the smaller groups that live in the fenced off area.

A gang of Russian expats who work closely with the BC Mafiya. The Scavengers are the most notorious and violent cyberware thieves in the city. Operating under a hierarchy, the Scavengers are broken down into four "jobs". The Scouts identify likely targets and stalk them for a day or so before the Snatchers abduct the victims. The Rippers surgically remove all of the victim's cyberware, and the Gutters dispose of the bodies. All Scavengers possess multiple cyberware implants and are the primary black markets dealers in neurolimus. They have the ability to disable cyberware from a distance and have no problem going toe to toe with the GCPD.

The Horde are a collection of Moddie Guardians who follow the style and leadership of renown cyber-solo Zombie (who they refer to as King Zombie). King Zombie doesn't run the day to day operations, as he usually works as the personal bodyguard of Andre South. The woman who runs the day to day goes by the name Necromanger and is believed to be in a relationship with King Zombie... although if this is true, it's never been witnessed by any of the Horde.
The Horde are very protective of Southside and have fought pitched battles against smaller gangs that tried to move in from the Bracket during the Arcology War.
The following gangs are defunct as power players in the Terrible Ten, having lost wars or to one of the other gangs which have removed much of their influence. They might still exist as a minor presence, but certainly not a major one.
Leader: Madeline "Ma-Ma" Madrigal (deceased)
Territory: Peach Trees Arcology, The Bracket

Campaign Years: 2100
Formed by Madeline "Ma-Ma" Madrigal, a former prostitute who castrated then murdered her pimp after he killed her boyfriend and disfigured her face, she took over his interests and used this influence to form a gang, calling it the Ma-Ma Clan. She is the only producer in Chicago of a drug called Slo-Mo. She has utterly destroyed the three other gangs operating out of the Peach Trees Housing Arcology and her turf now stretches from the 200th floor to ground level. As an initiation rite, each new member of the clan is inked with the word "Ma-Ma" inside a heart, usually on the side of their necks, marking them as a property of the clan for life. They are in a near constant war with La Familia, a rival gang from another housing arcology in the Bracket. While the Ma-Ma Clan is considerably smaller than La Familia, they have access to heavy weapons and are well known for their collateral damage. This fact and wanting to control the Slo-Mo trade has caused Ángel Salazar to offer a bounty to anybody who brings him the initiation tat of a Ma-Ma Clan member. She has been told he is having the skin saved so that he can make a blanket to wrap her corpse in.
In 2117, following Ma-Ma's execution by Federal Judges, leadership of the Ma-Ma Clan fell to "Sparkles" Cullen who was unprepared for La Familia's move to Peach Trees. The conflict, which spanned all 200 floors of the Peach Trees Arcology and several bloody counter attacks at the Atlantic Arcology was known as the Arcology War.

Gang Type: Booster
Campaign Years: 2100
Also called the Imperial Knights, the Reichritter is Booster gang made up of Neo-Nazis who have claimed the Gary Industrial Zone as their home turf. Run by a nearly full cyborg convert called the Altgraf, they claim they are affiliated with the Imperial Slayers from Southowilson. The Altgraf has many contacts in Germany and has somehow gotten his hands on the industrial base to manufacturer heavy arms and armor for his soldiers, which he also sells to other gangs, most notably the Ma-Ma Clan in exchange for Slo-Mo. When the Reichritter goes to war, the average soldier is outfitted with an assault rifle and heavy reflex armor painted pristine white with a blood red Reichsadler emblem on the chest to show their allegiance to the cause. They are known to randomly assault and kill anybody who does not meet their ideals of racial purity. The Altgraf himself is in his early 60s and bears many battle scars on his face, making some believe that his cyborg conversion was necessitated by injuries sustained in conflict.
By 2117, the Reichritter were rooted out of the Gary Industrial Zone by the BC Mafiya following the assassination of the Altgraf in 2114.
