Main differences between NT 8.x and RT 8.x Operating Systems
Windows NT 8.x
Designed for and runs on the Intel processors
Both Desktop (DT hereafter) and Touchscreen (TS hereafter) exist
Both NT and RT programs can be installed
Windows RT 8.x
Designed for and runs on the ARMs processors
Both DT and TS exist
Only RT programs can be installed
All RT programs are designed to run on both Intel and ARMs processors
Most NT programs are designed to run only on Intel processors
In effect,only well known NT program that could run on Windows RT was Microsoft Office RT
Other differences/limitations
Windows Settings
Windows Updates settings became limited in Settings/Control Panel
Of 5 selections for Automatic Updates configuration menu, "never check for updates" that allows manual check for updates has become unavailable
"Never Check for Updates" can still be configured through Group Policy Editor or through Registry Editor

Just as in Windows NT 8.x, "roaming profile" is required to use certain Microsoft programs
Roaming Profile
Of two different types of user profile, Local Profile and Roaming Profile, a Local Profile is the User that people creates on each computer to log into the OS and a Roaming Profile is the User that people registers on each computer to log into the OS by using the ID and password associated with their Microsoft online services account
To use Roaming Profile, a Microsoft Live Account is required

Microsoft programs that require roaming profile
OneDrive
OneDrive can no longer be used through the File Explorer (or Windows Explorer) by using a protocol for network drives in Windows 8.x NT/RT
OneDrive can still be used through network drive protocol in previous versions of Windows
By using OneDrive client, cloud method of file management is used
In Windows RT 8.0, OneDrive DT application has not been made avaiable for RT
By Windows RT 8.1, OneDrive released a single RT application that combined DT and TS applications has been integrated into the OS making it impossible to separately install OneDrive DT application
No other popular online storage providers released their DT client for RT
In Effect, Roaming Profile is required--thereby making Live Account required--to use OneDrive on Windows RT 8.x or to use an online storage cloud client
Skype
Skype DT application was not made available for RT platform
Skype TS application required use of Roaming Profile thereby requiring MS Live Account
Update: Skype Web has been made available during 2015, and now the Skype can be used from a web browser as the website has abilities to chat, voice chat, and video chat. In effect, This made Skype available for use on Windows without the Live Account
Programs
Internet Explorer
As Internet Explorer DT and TS have been combined into a single progam that has been integrated into the OS for Windows 8.x NT/RT, it became impossible to remove only one UI of Internet Explorer
For example, IE for DT cannot be removed without also removing TS or the other way around
However, IE of both UI can be removed by removing the IE from Control Panel, under which, Add or Remove Programs, in which, Add or Remove Features
When using Roaming Profile, IE uses the credentials from the profile information to automatically sign into any website that uses the same credential information such as *.live.com, *.outlook.com, *.msn.com, and other product websites such as Xbox Live and Skype
Email Client
Windows Live Essentials programs were replaced by TS applications including Mail, People, Calendar, Messages
By Windows 8.1, Messages was dropped as it was using Live Messenger (formerly known as MSN Messenger) server; and Skype became the only application to provide messaging services by Microsoft
No other well known email client software became available for RT and, in effect, Mail/Calendar/People App became the only well known email/calendar/contacts client on Windows RT 8.x
