Graha Drishti is explained in Brihat Parashara Hora Shastra (BPHS). This drishti is due to the distance (Or Speed as farther grahas are slower) of graha from Sun and being beyond the earth orbit.
The sequence orbits of Grahas in planetary view is Saturn - Jupiter - Mars - Earth/Moon - Venus - Mercury - Sun.
The outer planets or Grahas have more Drishti and the inner grahas have less drishti. Drishti is kind of sight. The highest house in a chart is 10th house and hence it's a kaaraka for seeing high. Now, Assume you are in Lagna/1st house/East and seeing West/7th house and you are taking your gaze from 10th house to 7th house in sequence.
Saturn being the outermost it has maximum strength of site at the 10th house.
The next graha is Jupiter and Next Bhava is 9th house so Jupiter has maximum strength in 9th house.
The next outer graha is Mars and the next bhava is 8th house and so Mars has highest sight at 8th house.
The next bhava is 7th house and All the inner grahas grouped as one and they all can have only view on 7th house.
Now, All the houses from 1st to 7th is below the horizon and there is not direct view. But some houses have syncronicity (or matching waves) and hence the below houses/bhava get the views.
The Trikona or Trinal houses have similar waves, So 9th aspect goes to 5th also.
The 10th and 3rd have similar waves so 10th aspect is equal to 3rd aspect/drishti.
The Chaturasara (or square) houses/bhavas have similar waves so 8th and 4th have same values.

It has to be noted that no Graha can have 'View' (Drishti) on 11,12,2 and 6th house. (Except Rahu which can view 12th in reverse or 2nd house from itself). 1st House being where a graha is stationed it's not taken for view/drishti.
