The infamous mutant narco-terrorist known as 'Blackie' is, in fact, Roberto da Costa, the teenage son of a wealthy Brazilian industrialist. Roberto has turned his back on his bougie upbringing in order to help the downtrodden and second-class citizens of the favelas.

Using Mutant Growth Hormone stolen from his father's pharmaceutical company, Neguinho has built around himself a gang known as Os Ordinários ("The Ordinaries"), and they have taken it upon themselves to defend Rio's favela dwellers from their own corrupt government.

Neguinho kitted out in his stolen BOPE (Batalhão de Operações Policiais Especiais, "Special Police Operations Battalion") riot gear.
