Minutes of St Peters steering group (to become North Chelmsford Community Trust)
Meeting held on 10/06/2014 at Community hub, Melbourne Avenue

Membership of group – SR and LF to meet to set up a mailing list and working documents. Original list of interested parties to be asked if they wish to continue to support or be removed. Agreed to keep everything online as much as possible, but to post printed notices of meetings etc on a designated community noticeboard.
Update on St Peters site. SR had met with Roger Estop (CCC), Carl Hockey (CHP) and architect and a number of ECC corporate, planning and education dept representatives. ECC had tabled possible plans for the site, including three options for the new education provision
Option 1 total new build.
Option 2 complete renovation of the existing blocks.
Option 3 a hybrid with some renovation and rebuild.
Each option would take up different space with different amounts for disposal.
Planning Officers at the City Council to be encouraged to update the planning brief. CHP architects are going to produce draft plans for housing and community centre based on Option 1. Community centre to be 2 storey on 1 hectare footprint, with space for future expansion at one end and changing rooms at other. Space to include possible performance area.
SR said that he and JD would see to convince ECC that development of the site including a community centre delivers at least 6 out of 7 ECC strategic objectives.
Charity - Creation - LVF to obtain word copy of constitution, insert objects etc in order for charity to be created at next meeting. Possible add to objects ‘And anything else of general benefit to the community’
Funding and development. - There was a discussion of various funding sources, including the Community Infrastructure Levy (CIL) and the advantage of creating parish councils in the non parished areas of the city. It would be useful to get the community centre on the list of city projects and especially on the city annual infrastructure plan. It would also be useful to apply for funding to draw up project plans and specifications.
Bank account - PG had investigated. We need £1000 to open a CAF account. Need a membership form available for 5th July.
