Minutes of the North Chelmsford Community Trust Meeting 17/11/2014

Matters arising . None
Treasurer's Report
CAF had lost our papers which had caused further delays but we now have a bank account number. The inland Revenue will therefore give a reference number and we can activate the bank account.
Site Update
SR meeting CHP and their architect at site tomorrow. No news from Essex CC.
Planning Brief
SR and JD had received the planning brief for consultation. Brief refers to ‘community facility’ We would prefer the term ‘community Hub’ – also preferable to common term of ‘community centre’. SR will clarify when we can use the document for community consultation.
It was noted that the former allotment site behind Christy Avenue is to be included in land availability. SR is meeting with Thriftwood College and will discuss this and related matters.
Essex CC property plans
Special Education report due to go to Essex CC Cabinet 16/12/14 as well as a paper on ‘Supporting Public Sector housing policy. Chelmsford locality panel meets 03/12.
Grants
SR reported that ‘Thriving 3rd Sector’ fund application unsuccessful initially but can reapply. He had sent in ‘My Community Rights’ application.
SR had attended briefing on Community Land Trusts, sponsored by the HCA (Homes and Communities Agency) another possible model for incorporation.
Other possible partners
Various organisations had expressed interest in having office accommodation within a community Hub, e.g. Homestart. Kids Inspire would provide a letter of support for the community hub. We need more of these for future grant applications. LVF to draft a model letter of support and then contact the organisations on the original list of supporters.
LVF to export the ‘unpaid’ list to send to JD and JSH
It was agreed we need to send an update before Xmas to those people who had signed up in July.
