North Chelmsford Community Trust meeting 16/9/2014
In attendance: Cllr S Robinson (chair) Rev P Greenland (Treasurer) L Foster (sec) Cllr. J Deakin, J Smith Hughes
Chairs update: SR had submitted an expression of interest to the Essex Community Initiatives Fund by the deadline. He had also submitted a bid to the Chelmsford Grand Awards. The latter would need public votes, online to win £750.
He had proposed £779 to pay for an addressed letter to residents with a survey.
‘Locality’ funding. Locality is the agency created by the Government to help local groups take over public buildings. They have Feasibility Grants (up to £100K) and Pre-Feasibility Grants (up to £10K). However, applications for ‘feasibility’ funding have to be in by end of September, spent by 31/03/2015, and we would have to be ‘incorporated’.
Thus it was agreed to apply for ‘pre-feasibility’ funding which would, if obtained, enable us to draw up a very professional business plan. Deadline for action – end October. SR for action.
Incorporation – will be needed at a future date if we take on property or other major responsibilities.
Site Visits – The latest meeting of the 9 Chelmsford county councillors was held as a visit to St Peters , however not all attended. SR used meeting to inform and lobby other councillors for their support. The property officer at Essex CC confirmed that a report on the St Peters site was going to cabinet. Current thinking was for new build on the site rather than renovation, with housing, special needs provision, open space and community use all recognised.
SR has chased City Planning Dept for update planning brief , which should be produced soon.
Bank Account. PG had filled in all the necessary forms and was awaiting Inland Revenue number and letter. Once the lists updated and the bank account operational SR will email all with request for membership payment and JD and JSH will follow up by phone.
SR would set up paypal account.
Other groups: SR would contact Newlands Spring CA and Langton Ave Scouts about possible co-operation.
AOB Ginny Bellard – Head of Columbus college given name of a colleague and is keen to help. SR emailed and awaiting response.
