Minutes of the first formal meeting of North Chelmsford Community Trust meeting held on 26th June 2014 at 2pm at St Andrews Church Melbourne Avenue
Present: Stephen Robinson, Jill Smith Hughes, Jude Deakin, Lynne Foster, Rev Paul Greenland

Constitution of Community Trust. The contents of the draft Constitution (based on the Charity Commission model) were discussed, and agreed. The five named above agreed to be founding trustees of the Trust (NCCT). The constitution was signed by all.
Stephen Robinson was elected Chair, Lynne Foster as Secretary and Paul Greenland as Treasurer.
It was resolved to open account with CAF Bank. JSH agreed to lend the £1000 needed. PG to action
Funding SR detailed some of the funding and project opportunities available to the new Trust. Community right to build, Community right to bid, Community shares, ‘Our Place’ and the Community right to challenge. He had met with Anne Naylor of ‘Locality’ which has been formed to assist groups like NCCT to take over publicly funded assets. There is funding available, both capital funding of up to £500,000 (although that ran out at midnight) and funding for feasibility studies of up to £100,000. SR will pursue possible funding applications.
Site Visit SR is meeting with CHP and architects on 15th July. LVF and JSH to join him on site visit at 10.00 am
Update on St Peters site Decision re the site now not expected until Sept. SR had attended the quarterly update meeting with those county councillors representing Chelmsford. The St Peters site had been discussed along with the provision of additional educational needs services. An offer had been made to visit a similar school in Clacton. SR will ask if Trustees can join the visit when arranged. The councillors were meeting for a site viewing on 21/07. JD hoped that building plans drawn up by CHP architects would be innovative, iconic and definitely not just a square box.
Planning Brief. It is hoped that Roger Estop will have produced a revised planning brief by 21/07. Chelmsford planners requirements will be key. It would be useful to have social housing and community facilities included in the brief
Next Steps.
LF will look at charity commission website and attempt to commence application for registration.
PG will look at ‘my donate’ to see if this is the way forward to accept membership dues and donations
SR will construct a google webpage for NCCT with links to the constitution and sign up form. He will construct a flyer similar in appearance to the webpage that can be used on 5th July to publicise the Trust and the open meeting on 23rd. It will include a QR code.
