This job is two-fold.
First, you need to have Scouts positioned at the doors for distribution of the programs to the arriving guests. Not everyone gets a program (they are expensive), so you need to train your girls on distribution. One program per "family".
Secondly, provide a small but conspicuous table for Dignitary Check-In. Get the dignitary RSVP list from the Dignitary Invitation chair and mark it as dignitaries arrives. Then, have a Scout escort them to the reserved seating in the front. Deliver the list of attending dignitaries to the Ceremony Chair before the ceremony begins.
