I have not seen too many of these G.I. jOEs on the secondary market either loose or on the card.
With the balaclava on the carded figure, it is difficult to identify which head sculpt you have.
The card bottom with code # 81947 identifies this one as the Asian version.
There is also a Caucasian and Hispanic head sculpt. I am not sure if there was an African-American head sculpt.
I won my loose Asian Delta Squad Special Forces Gi JOE (no accessories except the rappelling belt) on Ebay June 16, 2019 and he arrived on June 24, 2019.

G.I. jOON is Special Forces trained, conducting rapid-response missions requiring the surgical application of a variety of unique abilities. His secondary specialty is a combat medic. Upon leaving the military, he attended Queen's University Medical School in Kingston, Ontario, Canada and graduating from medical school specializing as an Emergency Room (ER) surgeon.
Eventually joined this Team applying as needed his medical skills as the team's medical specialist.

The ultimate purpose of all Military Training is the assurance of Victory in war!
The military must be trained to do its job in the most effective manner if it is to reach victory with the least possible losses to the country. The effectiveness of an ‘Arm’ or ‘Service’ will depend upon the degree of its training. Attached medical personnel and Medical Department units must be prepared to support the offensive spirit and actions of the Armed Forces.
This is true, not only for such organizations as Medical Regiments, Medical Battalions, and Medical Detachments attached to subordinate units of the Arms and Services, but also for all medical establishments extending from the combat zone into the Zone of Interior! Units must be trained to function effectively in any type of military operation. The well-trained medical unit will increase the offensive spirit by assuring combat personnel of adequate medical service at all times.
Medical personnel were therefore trained to be aggressive, resolute, and thoroughly capable . From these centres, troops were sent to Specialist Schools.
The motto of the Medical Field Service School was: ‘To Conserve Fighting Strength’.
