PHASE 2 - Physical/Phased in Return

ESTA recieved a counter from the district today. The full team reviewed it and proposed a counter. The team met all day to try and work out differences. Late in the evening, both sides came to an agreement and signed the FINAL MOU for Phase 2: Physical Reopening of Schools
September 22 - 25, 2020
A small district and small ESTA team met throughout the week the hammer out a deal. No proposals were passed, rather on going discussions on the big issues.
September 21, 2020
ESTA recieved the district's counter proposal today. The two teams met in the afternoon. The district reviewed their counter with the ESTA team. ESTA's team met afterwards and will meet as a team to work on a counter this Friday, Sept 25th. ESTA will meet with the district again on Monday 9/28.
September 17, 2020
ESTA met with the district and submitted a counter proposal to the district in the morning. The team will met again in the afternoon with the district to continue working to come to an agreeement.
September 10, 2020
ESTA met with the district to bargain the District's proposed plan for phase 2 of reopening schools. The district presented ESTA with its initial proposal. Today the district went over it and answered questions. The team is set to meet with the District again on September 17th.
The District has proposed a phased in approach and has linked each opening phase to the SD County colors: Purple, Red, Orange, and Yellow
If the County regresses in color, this does not mean the schools would go back in the color phase below. The colors are for simply opening.
Purple: Small cohorts of students allowed back on campus: ELD 1, 2, 3, Mod/Severe, and Adaptive PE. The district has proposed that the teachers in these areas be allowed to choose whether or not they come on campus to physcially teach the kids or the district will secure a sub. Approx 8% of student population. Distance Learning is still in effect for all other areas.
Red: The same small cohorts of students allowed back in and add in after school help for all students. Approx 25% of student population. Distance Learning is still in effect for all other areas.
Yellow: The schools would open back up in the board approved 50% Blended Learning schedule where students would attend each class 1x per week for a total of being on campus 2x per week. Students would be allowed to remain virtually on Canvas if they choose.
Orange: The schools would go back to Pre-Covid like learning with no cohorts. Students would be on campus 5x a week.
