April 2022
- April 29: Member update was sent out with reminders to vote in the ratification process
- April 21: Member update was sent out with summaries of both the TA and the EEBG
- April 19: ESTA and the District meet today with a PERB, state-appointed mediator. A deal was reached in the afternoon - read the TA here.

- March 21: ESTA, with the help of CTA, filed for impasse today. We are waiting for PERB to assign a 3rd party mediator.

- March 17:
- Meeting #11: IMPASSE IS DECLARED ESTA began the day by accepting the district's last offer of 7B, effectively moving the ongoing money the district kept putting on the class cap overage to ongoing money for insurance. ESTA made it clear that its Proposal #8 was the last, best, and final offer as we cannot bargain with ourselves. The district then immediately caucused and came back and announced that what ESTA had done wasn't allowed, stating that the language could only be accepted if the rest of the proposal was accepted in its entirety. ESTA's bargaining team made it clear that this was a regressive move and was not allowed. The team made it clear to the district that we were still willing to accept any counter they had, but otherwise we were at impasse. The district team came back with their proposal #8 which was the same as proposal #7 stating this was their last best and final. The district took ongoing money and made it one-time, which is also a regressive move. At the end of the session both teams agreed to file impasse. ESTA put out a bargaining update that evening.
- March 14:
- Meeting #10: ESTA started the day with a well-thought out counter #7 and two package proposals. These were created by the ESTA team in a massive effort to get the district to move and actually negotiate. The district caucused. Before the district came back as a team, they requested two separate side bars to ask clarifying questions. When the district returned the claimed they did not understand ESTA's initial proposal despite a text from somoene on the district's team confirming they did indeed understand. The district offered a proposal and one package proposal. There was not enough time for ESTA to respond. ESTA will meet with the district again on Thursday. ESTA sent out a member update via personal email this evening.

- March 1:
- Meeting #9: ESTA met with the District this afternoon to continue bargaining. The team made big strides to get the district to actually bargain by agreeing to language that they have repeatedly demanded. The team gave their proposal #6 and expected the district make the same significant movements - they did not. District Proposal #6. The district spent nearly 2 hours deliberated and came back with extremely insignificant movement. They made NO MOVEMENT in ongoing salary or benefits, our members #1 and #2 priorities. ESTA sent out a bargaining update via email on 3/3 which included a full side-by-side of both proposals.
February 2022
- February 28: ESTA sends out a JOB ACTION survey to all members for input on next steps.
- February 25:
- Meeting #8: ESTA met with the District to try and move forward in bargaining today. Unfortunately, the meeting was unproductive and the district showed no movement in ongoing money for salary and no offer for benefits. ESTA sent out a bargaining update via email this evening. Here is a brief summary from it: The district passed back a proposal later in the day which showed no movement in ongoing salary or benefits and crossed off all proposed language from ESTA. The district is still proposing 2.78% for BOTH salary and benefits and the one-time, off schedule payment of 2.29%. The district continues its narrative that this is full COLA as it is spread out over last year and this year. This is a deeply problematic narrative. To add to this the district stated today that they are unwilling to put COLA on the table for the 22-23 school year - the COLA for the 22-23 school year is currently set at 5.33%.
Additionally Dr. Goode put out a district update via district email with a misleading chart on Friday evening. The district update is even more problematic as they clearly state they put 2.29% on the table for 22-23. That isn't even half of what COLA is predicted to be for the 22-23 school year. - February 22: ESTA bargaining team met to discuss next steps regarding multiple issues regarding the district last proposal and prepared a proposal. The district emailed a revised proposal #4 in the afternoon stating that they have fixed the regressive language including the TEE period salary moved out of the salary article and back to the original language. - February 17: ESTA sent out a bargaining update to members with an updated FAQ. Dr. Goode uses district email to email the entire district regarding an update on negotiations.
- February 16: District reached out to ESTA Bargaining Chair for additional meeting prior to the scheduled Feb 25th.
- Meeting #7: The two sides met with ESTA countering in the morning. The district offered a counter later in the afternoon. Sadly, the district's offer was regressive (which means it went backwards and is a violation of labor code) and after some questioning from ESTA, it became apparaent that the district would not be offering straight answers to ESTA's questions about their rationale on certain changes. At one point, Dr. Goode even stated, "I am choosing not to answer the question." This is NOT bargaining in good faith - which is a requirement of labor code. This type behavior is unproductive and does not allow us to move forward in a productive way for a fair settlement for our teachers and counselors. ESTA sent out a reminder email this evening. - February 14th: Member Update and Announcement of Job Action for February 17th and 22nd
- February 11th:
- Meeting #6: The two sides met with ESTA countering in the morning. There was lengthy discussion around advisory at the comp sites. ESTA reiterated that we support any program that is good for students and teachers and fits within our agreed upon protections for student caps and class sections, and until the district provides more details in their proposal, it is difficult to have a conversation about advisory. The district continues to refuse the top three areas of concerns for members at the comp sites: Present the bell schedule that would go along with the proposal, allow Advisory be part of our cap, allow advisory be part of our sections. ESTA is invested in making sure that our comp site members are able to see a sustainable advisory model. The district did not return with a counter until after the set meeting time. ESTA agreed to stay late in order to recieve the district's proposal. In the district's counter on 2/11 they shifted their advisory to an "extension" of support. They continue to refuse to allow ESTA to see a full bell schedule of what this would look like at the sites. ESTA sent out a member update this evening. ESTA Proposal #3 District Proposal #3

January 2022
- January 28th: ESTA put out a member update on 1/28.
- January 27th
- Meeting #5: ESTA and the District met today to work on the CBA. The district took over a half an hour of time to explain and discuss a separate MOU for a Grant that the ESTA team is working on, chewing through valuable time for contract negotiations. ESTA presented a counter today as the previous meeting (on Jan 19th) was a simultaneous exchange. Because of this, ESTA did not move in its salary proposal as it is working against ourselves to counter our own proposal. The district caucused and did not return until the last 10 minutes of the day. They presented a counter to ESTA with no significant movement. They continue to refuse to discuss the bell schedule surrounding the advisory period stating simply that it is "management rights" despite the fact that the bell schedule is in the CBA, making it an area that needs to be negotiated.
- January 19th:
- Meeting #4: ESTA and the District met today. The district insisted on dealing with an MOU prior to the agreed upon agenda, insisting that they do not need ESTA to unilaterally change salaries, a clear violation of EEERA. Both sides ended up exchanging proposals. ESTA put out an update for members on the evening of the 19th.
