PHASE 1 - Distance Learning ONLY
8/06/20
Both parties meet today. The teams discussed diferent issues and worked to come closer to a deal. After hours of working late into the evening, a deal was reached. Both sides signed the MOU and here are the next steps:
- Emergency Rep Council meeting on 8/7 at 10am to vote to send this MOU to members for ratification
- Member Q&A on Saturday from 10am - 12 via Zoom - invite to be sent to members via email
- Voting to begin on MOU Saturday at 2pm and will go through Monday at 2pm
- Results of the vote will be tallied by ESTA's Election Chair, results will be emailed to members

District emails ESTA a proposal in the evening.
8/04/20
ESTA understands the urgency and time constraints and emailed the district our counter in advance of our scheduled bargaining date of 8/6. The proposal differs in previous counters as this only addresses the distant portion of the start of school. The safety portions and additional sections that effect the physical return of students will continue to be bargained. This MOU includes extra days for counselors as well as teachers to prepare for the beginning of the school year.

EUHSD emailed ESTA a counter. This counter was a full counter and differed from what was previously proposed on 7/29. District proposal.
7/29/20
ESTA met with the district for the third time. The district gave ESTA a counter proposal for 9 out of the 19 sections that ESTA had proposed - District partial counter. To end the meeting, the district let the ESTA team know that they would be getting the rest to us when they could.

ESTA emailed the district the Special Education section to the district. Section 14 of MOU - Special Education

ESTA met with the district for the second time. ESTA put together a comprehensive MOU covering key areas that members have expressed concern and interest in based on the member survey. ESTA focused on the following key areas:
- Safety and Health, including setting reopening thresholds in line with the new information from Gov. Newsom on July 17th
- Workload
- Leaves
- Professional Development and Training
- Transfers and Assignments
7/17/20
ESTA met with the district to bargain the District's proposed plan for reopening schools. The district presented ESTA with its initial proposal which is an MOU encompassing both distance learning for the first grading period as well as the physical reopening of schools.
ESTA meets with the district again on July 22nd and will make a counter proposal that priotitizes safety for teachers, counselors, and our students and community and encompasses the guidelines passed down by the state on July 17th.

EUHSD School Board met and adopted two plans for when physical reopening should occur. Students can choose to remain 100% distant through the Independent Study program. Students can choose the blended option which has students on campus two days a week, with two different cohorts. The school board also approved moving school back by two weeks. Additionally, the school board decided that the 1st grading period would be completly distance learning for all students under the hybrid schedule model.
