Astrea is a flying city. Its inhabitants spend a great deal of time following the will of King Astreaus, the senior-most god of air.
The Astreans are known as the most political people in the world. They wage politics like other wage wars.
The city itself can support a finite number of people. All children, on reaching majority, must leave the city. Only when they can return sufficiently wealthy, powerful, or famous are they let back on.
Astrea has among the most accomplished schools of magic in the world, second only to the Library of Rhakotis. Only natives of the city attend, as their wealthy and powerful parents ensure that their children get excellent education.
There are two penalties for crimes on the city: voluntary exile, and involuntary exile. Most crimes are punished by voluntary exile. Only the most heinous crimes are punished by involuntary exile, where the criminal is tossed off the city. (The thing that most students learn first is how to survive being thrown off the city.)
The Astreans maintain a small air fleet to supply the city. They also maintain a small wing of dragon riders.
Astrea began as a city in the land of Uma. Astreaus was so taken by this city that he took it and all its inhabitants with him.
