To submit a request for Architectural Approval, please fill out the form (attached below) and submit it to RPM Property Pros or email it to one of our Board members. You must obtain the signature of your direct neighbors acknowledging they are aware of your request. Please note that their signature does not imply their approval of your proposal.
Submittal information can be found on the Architectural Request Application. RPM Property Pros will review the request to ensure all required information has been provided and will then forward it to the Devonshire HOA Board for consideration & approval. The Devonshire HOA Board will make the final determination on the request.
The following are the most common types of requests that require Architectural Approval.
Decks
Fences and wooden structures
Changing the color of your house siding, the color/style of your shutters, or the color/style of your shingles
Patios
Sheds
Parking pads / driveway extensions
Pools - please note all pools must be in-ground pools
Storm Doors
Solar panels
Skylights
Retaining Walls
Any changes to your mailbox
Structual additions to your house
Any other structure or hardscaping built upon your lot
Please note that the Devonshire CC&Rs require an Architectural Approval, regardless of whether or not an improvement is visible from the road, and regardless of whether or not your structure is permanent or temporary. For example, if you are planning to build a shed in your backyard and your backyard is already fenced in, that would still require approval.
The Board of Directors of the Devonshire Homeowners Association has adopted a Prior Notice Policy for Architectural Approval Reviews whereby, if the Architectural Control Committee or Board of Directors deem it necessary to review the project in-person, a member of the Architectural Control Committee or Board of Directors will notify the lot owner at least 1 day prior to any inspection of the project prior to, during, and upon its completion. As per Article VI Section 6.4 of the Devonshire Homeowners Association Covenants, the Association legally holds a general easement for entry onto the Lots in the subdivision, but the Prior Notice Policy for Architectural Approval Reviews has been put in place as a general courtesy to the Lot owners.
Section 9.1 of Devonshire CC&Rs – Architectural Control Committee
Except for original construction performed by or on behalf of Declarant or as otherwise in these covenants provided, no building, fence, electric pet fence, sidewalk, drive, mailbox, or other structure, or improvement or anything attached thereto visible from the outside of the structure or improvement (including, without limitation, storm doors, windows, drapes or window coverings) shall be erected, placed, altered, or maintained within the Subdivision nor shall any exterior addition to or change (including any change in color) or alteration therein be made until the proposed building plans, specifications, exterior color and finish, plot plans (showing the proposed location of such building or structure, drives and parking areas)…..have been approved in writing by the Board of Directors of the Association or by any architectural control committee appointed by said Board of Directors.
Refusal of approval of plans, location or specification by said Board of Directors or architectural control committee may be based on any reasonable ground, including, without limitation, lack of harmony of external design, color, location or relation to surrounding structures and topography and purely aesthetic considerations which, in the discretion of said Board of Directors of architectural control committee shall deem sufficient. After approval by the Board of Directors or architectural control committee is given, no alterations may be made in such plans except by and with their prior written consent.
