QUORUM was established from the Homeowners present.

The minutes of last December’s 2015 Annual Meeting were reviewed by all in attendance.

Mr. Brennan presented the President’s Report, highlighting 2015 community activity
- Since the roads have been turned over to the NCDOT, HOA is in “steady state” and running smoothly.
- Aqua flushed the well for Phase I residents earlier this year. Contact Aqua for any concerns with Phase I water.
- Real estate activity has significantly picked up pace since last year.
§ 3 new houses were completed this past summer & fall. Welcome to our new neighbors Casey & Leslie Allen (15008 Westerfield), Craig & Haley Allen (1217 Kalworth), and Michael & Diane Noia (1216 Kalworth).
§ Welcome to our new neighbor Kaltrina Mavraj who purchased a home at 1105 Kalworth from the Spears family.
§ One house currently under construction for the Nobles family (15008 Massimo) to be completed in the coming months.
§ BRG Builders will soon begin construction for a spec home on Phase I Lot 30. Board is also anticipating plans to be submitted for a second spec home on Phase I Lot 31.
- Several noise complaints were handled this year. Friendly reminder to be considerate of your neighbors. Contact Board and/or Wake County Sheriff’s Office with any concerns.
- New streetlight is in the works to be located at base of Kalworth Rd. hill. Wake Electric has received completed utility encroachment agreement from NCDOT and installation should occur later this winter.
Mrs. Price presented the Treasurer’s Report for year-to-date 2015 expenditures and year-end projections vs. 2015 budget.
- $18,085 dues collected in 2015
- $750 initial capital contributions collected.
- Full Year 2015 expenses forecasted to be $2,064 better than budget. Underruns in attorney fees, electricity, and management company mailings.
2016 Annual Budget was presented, reviewed, and discussed.
- Fixed expenses are 75% of HOA budget, with remaining 25% allocated to reserve contributions. Fixed expenses have increased, on average, 2.1% each year since 2009.
- HOA Board does full review each year to determine best dues level. With lots ~82% built out, more HOA dues have been converted from half to full dues.
- Legal expenses are not a recurring item for our HOA. If any arise, they will be handled out of reserves.
- Dues decreasing 6% for 2016. For lots with houses that have certificates of occupancy, dues have decreased from $450/year to $425/year. For lots without houses, dues have decreased from $225/year to $212.50/year.
- Landscaping contract price remains flat – 2 year contract up for renewal in January 2017.
- Current Capital Reserves account balance is $36K. Estimated earmarks of $10K for legal fees/lawsuit preparedness, $15K for common area maintenance & replacement, $5K for Edinshire stub NCDOT takeover, and $6K for improvements.
- $2,500 budgeted for 2016 Capital Reserves contribution. Some repair work likely needed to entry fence in 2016.

Mr. Lyon led a General Discussion
- Fire Prevention - Mr. Robert Nordman, Fire Prevention Officer for the Stony Hill Fire Department, was invited to speak briefly on the topic of fire safety and updates regarding the Stony Hill Fire Department.
§ Smoke detectors need to be replaced every 8-10 years. After 8 years, more than 30% of detectors no longer work. Test beeping only indicates the siren is functional, not the smoke detection capability.
§ Be mindful of carbon monoxide & install detectors. This odorless gas can be deadly.
§ For those with generators, put them under load at least 1X/month.
§ Fire department open-house held each fall and includes live burn demonstrations, medical helicopter demonstrations, a display of fire equipment and vehicle extraction demonstrations.
§ Stony Hill Fire Department actively looking for volunteers. Many opportunities for non-firefighter roles as well.

§ The Stony Hill Fire Department is also happy to bring a fire truck to community events or birthday parties.
- Neighborhood Watch Update - On November 15th, 2 individuals burglarized or attempted to burglarize at least 6 cars here in Devonshire. Security footage was obtained. Investigator Clayton from the Wake County Sheriff’s Office has been assigned to the case but no concrete leads thusfar. Be sure to report any suspicious activity to the Sheriff’s Office. Neighborhood Watch mailbox signs available for $15. Contact Elisa Price (ehirth@gmail.com) if interested.
- Natural Gas Update - PSNC has started a project to extend natural gas lines southward from Granville County along New Light Road. Work begins in January. For the currently approved phase of the project, they will be stopping the line 1 mile North of Devonshire at Purnell Road. Greycliff and Sutherland will be connected but there are no plans to connect Devonshire at this time. When the current phase is completed, a second interest survey will be collected by PSNC for our area. In the meantime, our HOA will be proactively sending in updated interest survey results to show them we are serious about natural gas. Look for a communication from HOA Board Member Elisa Price in the coming weeks.
- Reflective Address Signs for mailbox were approved by Architectural Committee last year for anyone interested. Stony Hill Fire Department strongly recommends these signs to assist emergency responders. Cost = $16. HOA has approved vertical black signs with white letters for installation consistency. - “Nextdoor.com” neighborhood bulletin board has been well received. Allows neighbors to post general questions, lost/found animals, suspicious activity, items for sale, etc. and enables communication with nearby subdivisions https://devonshirewake.nextdoor.com
- Reminder about our Devonshire HOA website. Architectural Application Request forms, Trailer Parking Request Forms, HOA Financials and governing documents are posted. https://sites.google.com/site/devonshirewakeforest/
Nominations opened to fill one open seat for 3-year term to HOA Board of Directors. The current term for Mr. Brennan ends 12/31/15. Mr. Brennan running for re-election. No other nominations were received by the Board secretary or by Kohn-Ell. No nominations were received from the floor.
- Motion made to accept Mr. Brennan by acclimation/ 2nd/ Approved Unanimously by the body present
- Mr. Brennan was re-elected to the Board. His new term ends 12/31/18.
