2017 ANNUAL MEETING MINUTES
DECEMBER 11, 2016

All Board Members were present

Of 45 lots, 7 lot owners signed in. 1 proxy was received.
Meeting was CALLED to ORDER by President, Dennis Brennan, @ 10:00 AM.
QUORUM was established from the Homeowners present.
Mr. Brennan welcomed everyone, reviewed meeting procedures & agenda

The minutes of last December’s 2016 Annual Meeting were reviewed by all in attendance.

Mr. Brennan presented the President’s Report, highlighting 2016 community activity
- HOA is maturing since takeover from developer in 2011 and is running smoothly.
- 2 houses under construction on Edinshire Street. (Lot 30) Parade of Homes house is under contract, and Lot 31 house under construction by BRG & for sale. Phase 2 is fully built-out. 5 remaining undeveloped lots in Phase 1. All owned by BRG Builders.
- New streetlight was installed at base of Kalworth Rd. hill. All other streetlights converted to LED bulbs.
- Upcoming projects for early 2017: Additional LED landscape lighting to be installed along remaining stone pillars on Old Weaver Trail and New Light Road; fencing repairs; removal of several dead trees near front entrance.
- Reminder for those undertaking exterior painting projects – any change in color requires architectural approval. Repainting same color does not require approval.

Mrs. Price presented the Treasurer’s Report for year-to-date 2016 expenditures and year-end projections vs. 2016 budget.
- $17,450 dues collected for 2016.
- Full Year 2016 expenses forecasted to be $775 over budget, due to several landscaping bills from 2015 hitting in January. All other budgeted items in line with expectations.
- $2.5K contributed to Capital Reserves for 2016. Capital Reserve account balance is $38K – covers Common Area improvements & repair (Fencing, stone pillars, entrance sign, landscape lighting, and replacement of entrance trees/shrubs over time), lawsuit preparedness, and readiness of Edinshire St. stub for takeover by NCDOT.
2017 Annual Budget was presented, reviewed, and discussed.
- Dues are remaining flat for 2017.
§ For lots with houses that have certificates of occupancy, dues are $425/year.
§ For lots with no certificate of occupancy, dues are $212.50/year.
- Landscaping contract has been put out for bid. Receiving bids from 4 vendors.
- Motion made to ratify fiscal-year 2017 budget as presented/ 2nd/ Approved
Opened up to the floor for General Discussion
- Neighborhood Watch Update – In November, several unlocked cars were burglarized at night in Devonshire and nearby subdivisions. Security footage was obtained. Be sure to report any suspicious activity to the Sheriff’s Office and to lock your cars if they are parked in the driveway.
- Several close calls with people running the stop signs on Edinshire St. and Chadwell. St., speeding & cutting corners. Please be sure to stop.
- Board was asked to explain the Parking Regulations. CC&Rs require homeowner parking in driveway or garage. Parking for certain types of Trailers is allowed if Trailer Parking approval is obtained. See HOA website for request form. Reminder that the grass in front of your yard is not your property (appx 15’ from road edge is part of the NCDOT public road system.) If you’re having a party, please ask your guests to be respectful of their parking location so as not to damage the NCDOT right-of-way.
Nominations opened to fill two open seats for 3-year term to HOA Board of Directors. The current terms for Mr. Lyon & Mr. Pietri end 12/31/16. Both are running for re-election. No other nominations were received by the Board secretary or by Kohn-Ell. No nominations were received from the floor.
- Motion made to accept Mr. Lyon & Mr. Pietri by acclimation/ 2nd/ Approved unanimously by the body present
- My. Lyon & Mr. Pietri were re-elected to the Board. Their new term ends 12/31/19.
