Lord Mahilian, Chancellor of Silverwater - Lord Chancellor Mahilian is the second-most powerful man in the Duchy of Silverwater, serving as the senior government official in service to His Excellency the Duke. As Chancellor, he is responsible for most of the affairs of state on a day to day basis, and makes decisions in the Duke's absence. In addition to this temporal authority, he is also an Archmagus, a magic user of immense skill and terrible power. Mahilian is a member of the "Western Highlands Tribunal", the loose association of magic users that enforces the Atoros Accords in this part of the Keller Lands. In addition to his offices in the castle, he resides in a small manor deep in the woods, guarded by magical defenses and mundane guards. Little happens within the boundaries of the duchy that Lord Mahilian is not aware of, whether through magical scrying or a vast network of spies, and many whisper that it is he, not the Duke, who is the true power in Silverwater. Lord Mahilian is a consummate political animal, a cunning enemy, and a powerful mage. Despite all of this, he seems to be loyal to Duke Durmond, perhaps even his friend. HRE Anmara Loren, Marquise of Pine March - Mother of Theora Loren, and autocratic ruler of the neighboring realm of Pine March, the Marquessa lives up to most stereotypes of the "evil queen". Indeed, she has pretensions of becoming a queen someday. Widowed many years ago, it is rumored that she arranged the death of her then husband, the Prince-Marquis Ferick III. Lady Anmara sits at the center of a convoluted web of schemes, most dedicated towards increasing her personal power and influence in the region. She continually bedevils her daughter, who fled a life at court to be free of her mother's evil ways. The Marquessa is reckoned to be at least in her late fifties, possibly older, but she remains relatively youthful looking. She exudes a sophisticated charisma that many find appealing, until it is too late. Like most of the truly powerful mages in the region, Lady Anmara is a member of the "Western Highlands Tribunal", the loose association that enforces the Atoros Accords in this part of the Keller Lands.
Sir Manfred Loren, Knight of Pine March - Sir Manfred is the son of Anmara Loren, most often used as an envoy to Silverwater. He is young, charming, capable, and utterly ruthless. Unfortunately, he has no magical talent at all. He is frequently used as an agent in neighboring kingdoms, as he has demonstrated a gift for that sort of work. He is reasonably loyal to the family, though not above a little personal gain or pleasure on the side. Manfred is a sadist and a skilled swordsman, making him perfect for most of the tasks his mother gives him.
Lady Parvaneh Rahasya, Pershamon Agent - Parvaneh is a woman who acts as an agent and broker for Persha nobles on this side of the mountains. She is acquainted with Keller ways, and knows how to move in their society. Parvenah treats everything as business, and generally aims to produced the most favorable outcomes for all she works with. Parvenah usually conceals her striking appearance under layers of disguise and illusion. She may be a mage, and Parvenah is definitely not her real name. She does come from a noble family, a fact apparent in her manners and modes of speech when relaxing.
Dill of Pottswald Village, Indentured Laborer - Dill is a local laborer with an addiction to dice and cards. Sadly, his skill is not equal to his compulsion, and he was forced into indenture after losing big to the wrong people. Dill is actually a reasonably skilled individual, knowledgeable in a variety of crafts and domestically useful skills; he is also reasonably handiy in a brawl, being strong and brave - he just isn't particularly sensible. Dill will often be found working as a porter for PC's in Silverwater.Master Tarun of the Northern Herd, Pershamon Merchant - Tarun is a horse dealer from the far west who makes a good living dealing horses to the Silverwater nobility. He has a small apartment in Porter’s Post, but his primary assets are kept in a paddock to the west of town. Tarun remains a useful contact and source of introductions - he doesn't know much in the way of gossip and rumor, but his customers often do.
Captain Rothar Sarris, Mercenary Scum - Leader of the four mercenaries that the PC's became acquainted with at the Wyvern Skull. A cheery but utterly amoral man, Rothar Sarris is the sort who shows his respect for someone by killing them from the front. Usually. He is a Keller man in his mid-40's, with long salt-and-pepper hair, a well groomed beard. He always wears a nice red velvet brig vest and a wide-bladed shortsword. He is never found without his three companions. Sergeant Drey, Mercenary Scum - Second in command of the four mercenaries that the PC's became acquainted with at the Wyvern Skull. Drey is a red headed Halleck, usually armed with a large axe and a brace of smaller throwing knives. Apparently he likes axes, as he will discuss their merits at length. Drey can drink an epic amount, and knows the filthiest songs imaginable. Unpleasant when sober, Drey is usually drunk. Gunther Dratton, Mercenary Scum - One of the four mercenaries that the PC's became acquainted with at the Wyvern Skull. Gunther is a Tempelhoff defector with no love of the Keller Empire. When the Keller Empire annexed Tempelhoff, he departed in a hurry. Gunther is missing his left eye and left hand, and has an interchangeable socket on the arm stump. It usually has a hook or other crude prosthetic, though he does own a "blade and buckler" hand. Gunther blames the Empire for his missing hand, but tells a different reason for the missing hand every time. The eye, on the other hand (!) was just a straight up war wound, of the sort that just happen.
Leon the Largest, Mercenary Scum - The largest of the four mercenaries that frequent the Wyvern Skull. Leon is extremely tall and strong, with a slight amount of fat making him look somewhat soft and pudgy at first glance. Though he has a round shaven head and somewhat slack facial expression, Leon is not nearly as stupid as he looks. No great genius, Leon has nonetheless figured out how to make people underestimate him time and time again. Leon fights with a battered greatsword of orcish or goblinoid manufacture that he picked up on campaign years ago. He is quite proud of it.
Adrick of Kimball, Rogue - Adrick is a middle level member of the local Thieves Guild. He is highly placed enough to run his own scams and lead his own crew, but not so highly placed that anyone would really miss him. Adrick frequents Kimball and sometimes Old Town; most of his operations are as a local factor for out-of-towners, taking care of their delicate business for a cut or a fee. Adrick is a non-descript Keller man with a live-and-let-live attitude towards his profession, typical for Silverwater's underworld - killing is a thing to be avoided, as it tends to complicate things. Emonchi Purkchappi, Thug - Emonchi is the partner of Adrick, supplying muscle and knowledge of Pershamon culture. Emonchi was not actually Pershamon himself, but instead hailed from one of the many barbarian tribes from the far western side of the Pershamon Empire. An expert rider and keen study of objects of value, Emonchi is far more intelligent than his rough appearance might indicate.
Ranton, Bartender of the "Wyvern Skull" - Middle aged Keller man, runs the bar but does not own the inn itself. Ranton is a good source of contacts for employment, and is the primary reason so many young adventuring types start their careers at his bar. Melthea and Pominee, Servers of the "Wyvern Skull" - Two Keller women in their late teens, both reasonably attractive by local standards, and flirtatious in a strictly business way. Melthea is the sassy brunette, while Pominee is the sweet blond from the country. Sometimes their demeanor switch, so nobody really knows what the women's true personalities are like. It is known that if they like you, you can often get a valuable ten second headstart when your enemies come looking for you.
Little Grond, Bouncer of the "Wyvern Skull" - A large and scary looking half-orc man, Little Grond likes his job. He stands by the front door, looking intimidating, and occasionally instructing people to leave quietly. Little Grond is rumored to be Ranton's son. If asked directly, Little Grond will refer the questioner to the barkeep, who will then ask Little Grond to throw them out.
Brennon, Gulthas, and Felton, Silver Miners - Owners and operators of a silver mine near the village of High Montverten, these three brothers are suspicious and surly. Of the three, Brennon is the only one that reliably speaks to outsiders. The others communicate with shrugs and glances, which seems to work fairly well.
Alessandro Andreotti, Gemiri Merchant - The older brother of the pair, Alessandro is a full-time merchant, well known in the local community. He is a cousin of the Alidosi family, though many people are unaware of this. He is a dealer of exotic spices and alchemical components from far-off islands, and is thus notable for always smelling faintly of incense. Though involved in the political intrigues of the region, Alessandro prefers to keep his hands clean, leaving his younger brother to handle the messy details. He has married a local woman, Ysabeau Lesham, a distant cousin of Baron Rannikbridge. Benvetto Andreotti, Gemiri Agent - Younger brother to the merchant, Benvetto is an expert swordsman and a skilled diplomat. He is the one that hires dangerous types, handles the delicate missions, and generally reports back to the Alidosi elders back in Gemric. This allows the Gemiri consul to interact with the nobility free of any troubling information.
