The Bear Valley Special Road District Board met on February 14 with Commissioner Bob Wentz attending along with Norma Jean Washburn, who was newly appointed by the Lincoln County Commissioners on Feb 1. Norma Jean's term will expire on 12/31/14. Several members of the district attended, including new neighbors Keith & Melanie Hutchens. The checking account balance as of January 31, 2012 is $8923.97. The $60 rent for 6 months for the Grange Hall that was due in January was still not approved for payment, but after the meeting, Washburn stated that she would take care of it.Wentz announced that he has placed a wooden sign under the bear sculpture at the SE corner of Hwy 18 & N. Deer Drive that you can read if you stop your car by the mailboxes. The sign indicates that the Bear Valley Special Road District board meets the 2nd Tuesday of each month at the Salmon River Grange. Wentz also announced that the board was continuing to consider alternative surfacing options for the roads, including rock, chip seal, & pavement. He also indicated they might try to have dust control work done this year at a time when there is no rain in the immediate forecast to avoid waste.
The board re-elected Justin Evans as President, Bob Wentz as Treasurer, and Norma Jean Washburn as Secretary. The board also adopted some kind of undisclosed "Duties of Officers" policy. A general discussion on how well the roads are holding up so far after the excellent grading by Drayton & Justin Evans (who volunteered his time) and great rock work done by JB Sweitz in October of 2011.
Members present asked that the practice of emailing out to members the minutes and agendas each month that was initiated in 2011 be re-instituted in 2012. Washburn volunteered to re-activate emailing out to members the agendas and minutes of meetings on a timely basis and to have announcements including agenda published in The News Guard, which will fulfill requirements of Oregon's Public Meeting Law as explained by the Attorney General. The next scheduled meeting of the Board will be March 13 at 7:00 PM at the Salmon River Grange hall at 5371 Salmon River Highway. The board should be addressing paying the Grange hall rent if they have not already taken care of it with an emergency meeting. They should also be beginning the initial stages of budget planning for the 2012-2013 fiscal year, which is due to be completed by June so reporting deadlines can be met. All members of the district are encouraged to attend the meetings and provide input to the budgeting process. This is your money.
