Based on the first two rounds of voting, I have drafted a set of World Rules that covers all the bases of the results we got via balloting. I want to stress the word “drafted” above, as each of these should be universally accepted prior to being made an official world rule (and by “universally” I mean by the majority of ATH owners.) That being said, given the results of the first two rounds of voting I don’t anticipate (m)any objections to what I have come up with. Please read it over carefully and let me know ASAP if there is something that you believe I forgot to include or think we should re-word in some way. Here’s what I’ve come up with:
- A Veteran’s Committee will be formed to monitor and enforce compliance with the rest of the Private World Rules that appear below. This committee will consist of the Commissioner and the four other owners with the most HBD seasons played. Membership on the committee must be accepted by said owners, meaning that if/when an eligible member declines to serve the owner with the 5th most seasons is the next in line etc. Each member of the Committee other than the commissioner will send the commissioner a report regarding rule compliance in two divisions they will be assigned (neither of which will be their own division.)
- As of this writing in the middle of S1, the resulting committee would consist of the following five owners (pending approval): bruinsfan911, tdfactory (425), sylemark (367) captain10a (293), StuartUK (229) with the first alternate being sermonauthor (186)
- If a member of the Veteran’s Committee is in violation of any PWR, then the next eligible and willing owner (determined by seasons played) will act as a replacement member.
- If the violating member is subsequently removed, the acting replacement member will be permanently appointed pending their approval.
- If the violating member remains, then they resume their role on the Committee upon return.
- A Minimum Win Requirement of 50 per season and three season total of 180 has been adopted. Failure to meet this requirement will result in the following:
- First offense of 50 wins per season rule = $10M maximum limit in Prospect Budget, Second offense = automatic removal
- Violation of the 180-for-3 rule will result in automatic removal
- All Minors Must Be Properly Maintained according the Fair Play Guidelines. If an owner is found to be in flagrant violation of the spirit of the rules, a warning is given with a time frame to correct (either 48 or 72 hours, pending world approval). At the end of this time period, if the Veteran’s Committee does not feel the proper effort was made then a Vet Committee Expulsion Vote occurs.
- This format will also apply to ML pitching staffs.
- Communications in World Chat must remain civil. The Vet Committee has the right to impose MWR sanctions on the violating owner. Once the Committee has reached consensus on the appropriate sanction, the violating owner has the choice to accept the sanctions and remain or depart at the end of the season.
- An Owner’s Hall of Fame will be established and made public via the League Blog. The induction criteria are as follows: 15+ seasons in ATH, an ATH winning percentage of .530 or better, 6+ division titles and 2+ World Series Rings.
- Once an owner is inducted, they cannot be “uninducted” even if their lifetime winning percentage falls below the threshold.
- Only one owner per season may be inducted. If multiple owners qualify in the same season, then the owner with the better winning percentage in ATH goes in first. Should more than two qualify in the same season, the order will be determined by winning percentage in order from highest to lowest.
- To add a new world rule and/or change an existing world rule, the proposal must be submitted to the commissioner with a minimum of three co-sponsors (ie the owner who generates the idea plus two more.)
- In order for a proposal to be adopted, 17 current owners must vote in favor within 7 days of the called vote.
