OTC/OQC Charter:
OTC/OQC is an organization created for space security, be it from alien pathogens, natural threats or artificial, human or otherwise, ones. It will coordinate the various nations under unified command to this goal. All signatory members vow to allow their spare space resources to be used by OQC/OTC in the enforcement of their goals. In such case, they will act under OQC/OTC command and authority
Its main branches are OTC (Orbital Traffic Control) and OQC (Orbital Quarantine Control), with that should work in full cooperation, but will have slightly different goals to achieve the main one: orbital and space security. Minor branches are administrative and archives keeping
Its main HQ is in Noginsk, Russia, that also serves as OQC HQ. It will coordinate overall operations and have the site for general meetings.
OTC HQ is sited in Damgarten, Germany, with operational command in Raumhaven OT.
Secondary HQs in;
Woomera Test Range Australia. Will keep the archives for biological dangersfor for OQC
Japan (specific place to be determined). Will keep the archives for non-biological dangers for OTC
OQC:
Main Goal: to avoid any danger produced by extra-terrestrial pathogens or colonizing/invading species (to now, we have not find any, but we must assume the possibility exist)
HQ: Noginsk, on the base of the Russian 821st Main Space Intelligence Centre.
Assets: all signatory countries vow to allow any of their space assets to be put into emergency OQC In case of a possible breach of the quarantine restrictions.
Main directive:To avoid any extra-terrestrial pathogen to affect the humanity at large, all ships coming for many extra-terrestrial body, or having landed on it or taken cargo from it , or been in physical contact with any ship having so, should prove they have spent at least 8 weeks (this time span is subject to be changed. Suggest another one if you want) out of physical contact of any other Terrestrial facility (be it orbital or ground based) before being able to do so. Unanimous vote by its members (this time observers included) may declare a specific space body safe and spaceships coming from it being exempt from this directive (e.g. Moon is now considered secure from biological contamination). Due to proximity and being consideres also safe, Moon is included as part of Earth in all OQC references.
Secondary directives:
To avoid any extra-terrestrial specie to become colonizing/invading on Earth, no such spices should be allowed to be taken alive to Earth for reproduction until proved secure, under the same conditions than space bodies (unanimous vote).
OQC inspectors can board and inspect any inbound vessel if they suspect any illegal cargo may be aboard. Those inspections would usually be at the end of the quarantine period.
The OQC reserves the right to enforce this restriction with any means needed.
OTC:
Main goal: To keep Earth secure from Orbital/space based threats, in coordination with UNSA. Specifically (but not limited to):
To avoid the occurrence of another episode like the Jammers crisis just before the Korean Nuclear Exchange.
To keep Orbit as safe as possible to space traffic
To be able to respond In case of extra-terrestrial threat (be it natural, as large asteroids/comets, or “artificial” (alien threats, piracy, etc.).
As an extension, to conduct SAR operations in case of any spaceship having an emergency.
HQ: Damgarten, Germany, with operational command in Raumhaven OT
Assets: as OQC, all members vow to allow their space assets to be used by OTC In case of emergency or breach of the directives.
Directives/agreements:
All signatory members vow to mark their space devices with a transponder to allow them to be tracked. This transponder must only relay its owner and a serial number (equivalent to car tags or airplanes ID) given by its owner.
All human space devices must be censed by UNSA (same information as the transponders) . The use of transponders by non-signatories will be seen as a goodwill sign, but we cannot enforce it. Any new device not so identified will be checked with UNSA. If in 24 hours UNSA has not confirmed it to be censed, it will be seen as hostile and dealt accordingly.
OTC will coordinate member's efforts to keep an eye to space moving objects and will pass the information to all members of any of them that seems (even remotelly) threatening to Earth.
All signatory members vow to do their best to keep Earth Orbit free of space debris (this includes not letting more debris to be cumulated from their own devices and trying to recover as much as possible of existing one).
All signatory members vow to try to help any spaceship emergency to the best of their capacities.
Again, the OTC reserves the right to enforce this restrictions (mostly 2nd directive ones) with any means needed.
Final considerations:
No nation can be excluded from space development as long as it keeps the ways established in those agreements and directives.
Any nation will be allowed the observer or full member of OTC/OQC by application, but by so doing it assumes the duties this imposes (mostly, to comply with those agreements and directives). New full members will not have vote the first 5 years.
All signatory members vow to collaborate to OTC/OQC financing as agreed at each quinquenial meeting
Any change to this charter would need 50% + 1 votes from the full signatory members
OOC Game effect of the Quarantine: No ship will be allowed to perform more than 10 round trips among a unsafe body an Earth. This would represent 2 maximum round trips a year, so, counting half of it to be go and half return, about 3 months trip. Allowing for some time to orbit/deorbit and cargo transfers, I see it as reasonable to keep with the 8 weeks "out of contact" period specified in the goals (in shorter trips, it would represent the time waiting to abide with this quarantine time).
