New Player and deadline for 2030

We have a new player: Max, who will jointly do USA with Liam for now until he gets his bearings and then we shall see. Welcome Max!

The deadline to turn in budget and orders was yesterday December 16, 1100 hours UTC. I have received mails from lluis, Kelvin and Michael. I still need budget and orders from the rest of you.
