Basic Rules

The basic rules were sent out a few days ago, and I'm in the process of putting them up on the website. Please comment as much as you want. Also, to get you all more involved, if you see a rules section that isn't done, go ahead and write something for it as your suggestion. Add what you guys want, and we'll see what happens of it. There's no such thing as a bad idea, so lets see them all.
