LEA Fee Schedule Crosswalk Toolkit
The LEA Fee Schedule Crosswalk Toolkit helps County Offices of Education (COEs) support Local Education Agencies (LEAs) in mapping their school-based behavioral health services to the CYBHI Fee Schedule. It includes:
A sample crosswalk
A customizable crosswalk tempate
A faciliation guide for planning and implementation
Use this toolkit to identify service gaps, explore funding opportunities, and align existing supports with state guidance.
We strongly recommend downloading the searchable spreadsheet as an Excel file to access the dropdown search feature. You will not be able to search for information on the sheet if you do not download the document.
Open the Google Drive folder link
Right-click on the Excel file
Select Download
The file will automatically be saved as an Excel file (.xlsx) to your device — just choose your preferred location if prompted.

HIPAA / FERPA Toolkit
In July of 2025, the California Health and Human Services agency published the "Navigating HIPAA and FERPA for Integrated School Behavioral Health Services" toolkit to support LEAs and COEs in navigating scenarios related to priveleged health information in school settings.
The Capacity Grants team is engaging experts to support participating COEs in understanding and implementing findings in the toolkit. More details will be forthcoming on trainings related to this toolkit.
