Assembly Bill 121, the education finance omnibus budget trailer bill for 2025-2026, appropriated $20 million to the California Department of Education to allocate to the Sacramento County Office of Education (SCOE) to, in partnership with the Santa Clara County Office of Education (SCCOE), award grants to local educational agencies (LEAs) participating in the first, second, and third cohorts of the Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule Program.
The authorizing legislation for this grant opportunity specifies two priorities:
Eligible LEAs will be able to apply for one or both funding areas. Grantees may spend no more than 25% of the maximum grant amount for which they are eligible on the secondary priority.
Eligibility is limited to LEAs (defined as a school district, charter school, or county office of education) participating in CYBHI Fee Schedule Cohorts 1, 2, or 3.
Applicants may apply as an individual LEA, or as a Lead LEA on behalf of multiple eligible LEAs. Examples: 1) A billing consortium lead LEA may apply on behalf of other eligible LEAs that are members of its billing consortium, 2) A single charter LEA may apply on behalf of other eligible charter LEAs that are part of the same charter network or charter management organization (CMO).
Eligibility Determination
Sacramento County Office of Education (SCOE) reviewed documentation for participating LEAs in Cohorts 1, 2, and 3 (including cohort application data and provider participation agreement submission data). This data informed SCOE’s decision-making around eligible entities for the application invitation. Where no documentation of cohort participation was available, applicants were deemed ineligible and offered an appeals process.
Following the submission of a complete Letter of Intent (LOI), eligible LEAs were invited to submit a full application. The application invitation includes a maximum grant amount that the applicant may request in their application.
These amounts were determined based on the number of eligible applicants, LEA enrollment, and unduplicated pupil percentage. A funding amount was determined for eligible LEAs as follows: a base amount of $15,000 plus an additional $5,000 for every 1,000 students enrolled (based on the 2024-25 CALPADS data). LEAs also received a 1.15 multiplier if their Unduplicated Pupil Percentage (UPP) was 75% or greater. The maximum amount for any single LEA was $750,000. For applications involving multiple LEAs, the amounts for all included eligible LEAs were added together to determine the application amount.
Examples:
LEA A: Applied alone and has fewer than 1,000 students enrolled and a UPP of 50%
LEA B: Applied alone and has more than 14,000 but fewer than 15,000 students enrolled, 79% UPP
$15,000 base amount
+ $70,000 based on student enrollment (14 x $5,000)
1.15 modifier for UPP
Total amount: $97,750 = ($15,000 + $70,000) x 1.15
Had LEA B included LEA A in a group (multiple LEAs) LOI submission, the total application amount would be $112,750 = $15,000 (calculated above for LEA A) + $97,750 (calculated above for LEA B).
Final award amounts are subject to change based on the number of applications received.
This is one-time funding. The authorizing legislation specifies the 25-26 school year. In alignment with the legislation, the grant period will be retroactively effective from July 1st, 2025, and will end on June 30th, 2026.
Use of funds needs to be in alignment with the legislative priorities. Funding may not be used for capital outlay.

Memorandum of Understanding (MOU)
Should your application be accepted and approved by the Grant Admin Team, your application will be attached to your MOU to SCOE as the scope of work. As such, we recommend that the language you include be both broad enough to accommodate minor changes in implementation and specific enough to describe the work you will be doing and demonstrate alignment with the priority funding areas. Once executed, MOUs will not be modified for changes in the scope of work.
There will be no required reporting associated with this Grant. The SCOE, the State of California, or their agents shall have the right to review and to copy any records and supporting documents pertaining to the performance of the executed MOU for an audit or for any other purpose related to performance of the executed MOU. The LEA agrees to maintain such records for possible audit for a minimum of five years after final payment, unless a longer period of records retention is stipulated. The LEA also agrees to be financially responsible for any audit exceptions that arise related to its performance under the executed MOU.
