The Community School Site Leadership Council (CSLC) serves as the primary shared governance body responsible for the planning, implementation, monitoring, and continuous improvement of the Community School Strategy at Valley High School.
The CSLC ensures authentic representation of students, families, staff, and community partners in decision-making processes impacting school climate, student outcomes, and access to opportunities.
The CSLC advances equity, shared leadership, family partnership, resource alignment, accountability, and implementation of the California Community Schools Partnership Program (CCSPP).
Valley High School’s Community School Site Leadership Council is committed to advancing equity and inclusive decision-making.
The council prioritizes removing barriers to opportunity by elevating the voices of students, families, staff, and community partners who have historically been underrepresented in school governance and decision-making processes.
All CSLC decisions will center student success, belonging, access to resources, and equitable opportunities for all members of the Valley High School community.
The CSLC shall:
Guide implementation aligned with SAUSD and CCSPP requirements
Align initiatives to site priorities
Oversee Community School grant resources
Review recommendations from priority teams
Monitor progress using data and stakeholder feedback
Ensure transparent communication across stakeholder groups
All staff must utilize the official CSLC proposal templates.
Two required proposal pathways exist:
Requests $500 or lower
Requests above $500
Proposals submitted outside the assigned templates will be returned for correction.
Field trips must first be submitted through Title I processes. If denied, staff may submit rationale and supporting documentation to CSLC for review.
Requests $500 or lower are reviewed by the Community School Coordinator, Principal, and Assistant Principals.
Requests above $500 are reviewed and voted on by the full CSLC council.
All funding decisions must align with site priorities and CCSPP requirements.
Purchasing deadlines typically occur in March; however, exact district deadlines may vary each year. Dates will be shared once they are provided to the Office Manager.

At least one representative from each stakeholder group must be present.
Voting will be postponed if quorum is not met.
Emergency meetings may be called when time-sensitive decisions are required.
CSLC meetings will occur monthly.
Meetings are open to the Valley High School community.
CSLC bylaws will be posted publicly.
Meeting agendas and minutes will be shared publicly.
Meetings will maintain an accessible and inclusive environment for all stakeholders.
Agenda materials will be distributed at least one week in advance whenever possible.
An initial consensus check will be conducted.
If consensus is not reached, discussion will occur.
Final approval requires a 75% supermajority vote.
Quorum must be present for all voting actions.
All voting is confidential.
Voting occurs in closed session only.
Only designated voting members remain present during the vote.
Any CSLC member who submits a proposal must step out during discussion and voting on that proposal and may not participate in the vote.
Individual votes are not publicly disclosed.
Outcomes may be shared publicly without attribution of individual votes.
To ensure fairness, transparency, and integrity in council decision-making:
CSLC members must disclose any personal, financial, or professional interest related to a proposal under review.
Members with a potential conflict of interest must recuse themselves from discussion and voting related to that proposal.
Proposal submitters who are CSLC members must leave the room during discussion and voting.
These procedures ensure that all council decisions prioritize the best interests of students and the Valley High School community.
Valley High School recognizes students as essential partners in shaping the Community School model.
Student representatives on the CSLC shall be provided meaningful opportunities to share perspectives, experiences, and recommendations regarding school programs, climate, and community partnerships.
Student voice will be actively encouraged during discussions to ensure youth perspectives inform council decision-making.
Student representatives may participate in discussions and provide recommendations; however, voting participation will follow district and site governance guidelines.
The CSLC will seek opportunities to gather broader student feedback through surveys, focus groups, student organizations, and leadership groups to ensure the council remains responsive to student needs.

MTSS (Attendance, Behavior, and Academics)
Priority teams may bring recommendations forward; however:
Final approval authority rests with the CSLC.
Amendments to these bylaws require 75% agreement of voting members.
The bylaws will undergo annual review to ensure alignment with district expectations and CCSPP requirements.
