Scope of Work
Scope of Work/Background
The Vapa Foundation (“consultant/professional”) will provide services to the San Diego Unified School District (“District”) in support of high-quality supplementary arts education, expanding the range of enrichment services provided to participating departments, elementary, middle, and high schools.
By fulfilling these responsibilities, the Vapa Foundation will ensure the successful integration of high-quality arts services in schools, enriching the educational experience for students and supporting the goals of the VAPA Department.
Place of Performance
Consultant/Professional will provide services to interested District elementary, middle, high schools, and departments. Education services may take place on district campuses and/or at professional arts venues.
These services will be provided under the supervision of District certificated staff.
Compensation
Consultant/Professional will provide Education Services at no cost to the District.
District shall pay Consultant/Professional a sum not-to-exceed $500,000.00 for the Student Honor Productions and Exhibitions services in this Agreement.

Outreach and Partnership Development
Outreach to Prospective Program Providers
Engage in outreach efforts to identify and collaborate with prospective arts program providers
School Partnerships
Identify Potential Schools
Collaborate with the VAPA department using data-driven decision-making on program offerings and school selection.
Maintain Arts Partner Directory
Compile and maintain a vetted directory of approved arts partner providers.
Regularly update the directory to include new providers and remove inactive or non-compliant organizations.
Ensure the directory is accessible to school administrators and departments.
Administrative Processes for Contracting and Compensation
Develop Standard Contracts
Create standardized contract templates for use with all arts partner providers.
Ensure contracts clearly outline scope of work, performance expectations, payment terms, and compliance requirements.
Implement Compensation Procedures
Establish a fair and transparent compensation structure for arts partner providers.
Develop a payment schedule aligned with program delivery milestones and outcomes.
Implement streamlined invoicing and payment processes for timely compensation.
Monitor Contract Compliance
Monitor provider performance to ensure contractual obligations are met.
Address non-compliance issues promptly and effectively.
Insurance and Risk Management
Maintain Comprehensive Insurance Policies
Procure and maintain insurance policies with limits acceptable to the District.
Ensure policies cover the District, Consultant/Professional, and Providers as additional insureds for liabilities arising from providers' activities.
Reporting and Evaluation
Regular Reporting to the District
Share information on services rendered to the VAPA Department on program status and outcomes.
Include data on program participation and student engagement
Program Evaluation
Develop and implement evaluation tools to assess program effectiveness.
Gather feedback from students, teachers, administrators, and arts partner providers for continuous improvement.
Student Honor Productions and Exhibitions
Consultant/Professional will provide fundamental services to the VAPA Department to provide Student Honor Productions and Exhibitions. Honor Productions and Exhibitions are customized according to District needs, goals, and budgets focusing on student performance, presentation, and productions.
Facility rentals and venue technical staff
For performance and rehearsals
Equipment rental and transportation as needed
Professional guests artists as needed
Curricular materials such as sheet music, scripts etc. as needed
Performances and Exhibitions will be held at professional arts venues and be open to the public and free to attend.
Services will be provided after school hours.
Maximum number of participants not to exceed fire-code regulations.
District Responsibilities
District will provide the following for Education Services:
District’s school site administrator will provide an appropriate space for services to occur.
District’s school site administrator will share available services with the school staff, students, and/or parents/families.
The District’s VAPA resource teacher or designee will share available services with eligible District school administration and staff.
Consultant/Professional will work with participating school sites to provide technology, including audio and visual equipment, as needed for services.
District will provide Consultant/Professional use of appropriate and necessary facilities at participating school sites and departments to further arts education within the district.
District will provide the following for Student Honor Productions and Exhibitions:
The district will schedule and provide student transportation to the performance and technical and dress rehearsals
The district will recruit and schedule professional guests artists as needed
Schedule of Events/Milestones
For Education Services: Consultant/Professional will work with each participating school to schedule services.
For Student Honor Productions and Exhibitions: Consultant/Professional will work with the VAPA Department to schedule services. Services will impact no less than _____ students or there will be no less than five (5) distinct events.
Consultant/Professional will work within the identified and agreed upon budget.
