When a student transfers in from out of state or district, follow these steps.
The registrar receives student records and notifies the Special Education Director that special education records exist for that student. The Special Education Director will add the student in EDPlan and upload current documents; add indicators in Skyward; notify the school director, case manager, school psychologist, and relevant related service providers; and request any needed special education records from the sending school/district within 5 days of enrollment. The sending school/district has 5 days to provide these.
Within 10 days of enrollment, the student should be scheduled in classes and attending school. Best practice is to start within 5 days.
If no IEP has been received, a new IEP will be written (within 30 days).
If no eligibility has been received (within 30 days), create a Consent for Assessment and a Consent to Bill Medicaid and proceed with evaluation procedures while providing interim services. Eligibility must be completed within 60 days.
While waiting for documentation or while completing a new eligibility and/or interim IEP, provide comparable services for the student.
Written Notice must be provided to parents indicating that comparable services are being provided.
Upon receipt of the Eligibility and IEP, the IEP team will complete a TRANSFER DECISION to determine if the eligibility meets Idaho criteria, and if the IEP will be accepted as is, amended, or whether interim services will be provided while a new IEP is written.
If the student transfers from a school district within Idaho, it is best practice to accept eligibility. Bring any questions about in-state sufficiency to the Special Education Director for additional review.
If the student transfers from a school district OUT of state, they MUST meet Idaho criteria for special education eligibility under an Idaho disability category.
After review of the Eligibility and IEP, the case manager and school psychologist should work together to complete the Transfer Decision and notify parents of the outcome.
If the Sufficiency Review indicates the Eligibility is sufficient and meets Idaho criteria, the IEP team will determine whether to accept the IEP as is, amend it, or whether interim services will be provided while a new IEP is written.
If the Transfer Decision indicates the Eligibility is NOT sufficient and does NOT meet Idaho criteria, the Evaluation team will create a Consent for Assessment and proceed with evaluation procedures while providing interim services to the student. This Evaluation will be treated like an initial eligibility and must be completed within 60 days.
