GIFs are easy to make but you need to follow several steps to make them. EZGIF.com is the easiest website to make a GIF and gives you extra options when saving them such as: how long you want the GIF to be or which part of the video clip you want to use.
Ezgif has 2 options to make a GIF. Gif Maker (option 1) allows you to upload regular photos and make a GIF slideshow. Video to GIF (option 2) allows you to upload a short video clip and turn it into a GIF

Choose your files then click upload files to start
Video to GIF. Use this option if you already have a short video clip or screen record clip that you want to turn into a GIF

After you clicked the blue upload button, you will need to wait for your photos or video to preview. This could take 1-2 minutes if internet is slow. Then you can click 'Convert to GIF!'

While you are waiting for Ezgif to make your new GIF you will see a dancing cat. Once the cat GIF is ready, the cat will dissapear and you will see your GIF preview
Play your GIF to see if it is what you want. When you are ready, you then need to click 'save'. On your iPad you might need to also click 'save image' on the popup window to save to your photo album
