After 20 years of Progressive Presidents, the United States shifted political ideals. In 1920, Warren Harding became President promising a "Return to Normalcy." He was followed by two more Republicans; Calvin Coolidge and Herbert Hoover. Thus, the 1920s is a decade of Republican leadership. The Republican Party Platform of the 1920s centered on:
Low taxes
Little to no government involvement in society
Expansion of business interests
Traditional values (religion over science, nativism over immigration).
Isolationism - do not become involved in the affairs of others.
Rise of Communism
In 1917, a Communist Revolution occured in Russia causing them to drop out of World War I. Vladimir Lenin took over and established a Communist state.
Communism was founded by the German Philosopher Karl Marx who said there were two classes in society; the Proletariat and the Bourgeois. The Bourgeois were the rich, land owning class who controlled most of the property in society. However, they were in the minority making up only about 10% of the total population. The Proletariat were everyone else including workers, peasants, and farmers. The workers had little to no rights and no governing ability. Marx argued that the majority should rule over the minority. Thus, political powers should be in the hands of the workers as opposed to the monarchy. In this new government, there is no private ownership of property. The government owns everything and citizens work for the "better good," they work for the betterment of the state (country) over the betterment of themselves. The rule in communism is "you get what you need, not what you want."
Marx argued that the only way to shift political power from the rich to the workers is through violent revolution which is exactly what occurred in 1917. Lenin took power by 1921 and renamed Russia the Union of Soviet Socialist Republics (USSR). By 1923, the USSR was the first communist nation in history.
In the 1920s, Labor Unions were beginning to form and were fighting for better pay, more say in the operations of business, and better working conditions. Sometimes, their methods became violent and strikes resulted in riots. The Attorney General of the United States, A. Mitchell Palmer viewed these activities as the beginning of a communist revolution in the US. People feared what happened in Russia could happen in the US. This is called "The Red Scare."
Palmer and his young deputy in charge of the newly formed Federal Bureau of Investigations (FBI) J. Edgar Hoover (who was only 24 at the time), began to arrest anyone who was suspected of being a communist. However, being a communist is not against the law. Hoover and Mitchell arrested people without cause, without a warrant, without reason. This caused a wave of fear in America and contributed to the Red Scare.
These raids and arrests were called "Palmer Raids." They occured throughout much of the 1920s. However, when the Great Depression hit in 1929, the raids subsided but will resume again in the early 1950s.
