An example of office space for rent in Phoenix. Cheaper, but not custom
An example of a nice sized empty lot in Phoenix. A lot more expensive, but specifically built with this center in mind.
Land and Building/rent
Land: $300,000-$500,000
Build: Very rough estimate of $13,996,800
27 x 6= 162 ft
18 x 6 = 108 ft
108 x 162 = 17,496 square feet per floor
17,496 x 4= 69,984 square feet total
69,984 x $200= $13,996,800
$200= average price per square foot built
Rent: On average, office space in Phoenix rents at 20-30 dollars per square foot a year
69984 x $28 = $1,959,552 in rent a year
Food
$50 a week per person x 30 students = $1500 per week just students
$50 a week per person x 5 teachers = $250 per week teachers
$70 a week per person x 5 caretakers = $350 per week caretakers
Round $900 for extras
Roughly $3000 a week to feed everyone
$156,000 a year
Bills
Heat/AC
Electricity
Water
Total utilities for office building about $1.69 x 69,984 = $118,272.96

If the facility was contracted by the state of Arizona, there is some government funding that could apply, such as
Title IV-E Programs
"Title IV-E of the Social Security Act provides funds for states and tribes to provide foster care, transitional independent living programs for children, guardianship assistance, and adoption assistance for children with special needs." -acf.hhs.gov
Title IV-B Programs
"Funds are available to states and tribes to promote flexibility in the development and expansion of coordinated child and family services programs that utilize community-based agencies, family support services, family preservation services, adoption promotion and support services, and time-limited family reunification services and that ensure all children are raised in safe, loving families." -acf.hhs.gov

Performance events with high price tickets where students who wish to can show off their arts-related skills. Dinner would be served and these would be classy events. Any art students wish to auction would also be available.
Movie nights with tickets, more so a community event. Large projection screen on stage would make it possible for everyone in the room to see
People in the community looking to volunteer their time can schedule a time period where they
Assist in the kitchen with meal prep
Work in the garden
Tutor students in school or a specialized subject
All volunteers will be vetted with careful background checks
Jobs
If they are looking to earn some money, students will be allowed to help prep meals or clean portions of the building during some of their freetime as long as they are keeping up on their school work
