What is a Multi-Tiered System of Support (MTSS)?
MTSS is a tiered infrastructure and comprehensive approach to building a culture of continuous improvement that uses data from multiple sources to identify students’ assets, and opportunities for growth in areas where students are not currently proficient in grade-level expectations, or demonstrate a need for advanced and accelerated growth. Decision-making focuses on excellence and equity. This multi-tiered systems of support (MTSS) framework is an identified component of improvement under the Every Student Succeeds Act (ESSA) and is anchored in Tier One, high quality strategic engaging classroom instruction, and intervention. In all cases, MTSS calls for the use of research-based, strategic, and engaged instruction in conjunction with a comprehensive, balanced assessment system and enhancing professional expertise through effective collaboration among teams of educators.
