Our systematic approach is grounded by our data driven culture where data from multiple sources is consistently used to identify our students’ assets, their opportunities for growth in areas where students are not currently proficient in grade level expectations, or their demonstrated need for advanced and accelerated growth.
The data we use for multiple measurements is provided through our Comprehensive Assessment System and includes data from the following resources:
IRLA/ENIL (K-9th Grade)
NWEA Maps Growth (K-11th Grade)
NWEA Reading Fluency (K-2)
Unit Assessments (PreK-12th Grade)
Teacher and/or Student Scored Rubrics (K-12th Grade)

Our decision-making process utilizes the RISES Protocol to triangulate all data sources, including grade level expectations to determine a student's trajectory, what is needed to add value to a student's learning experience, set a desired goal for improved outcomes, and ceate a plan for successfully obtaining the desired goal.
Step One: R-Recoginize Strengths
Based on the data, first spend time celebrating the brilliance that students already bring to the table as learners.
What are some points of celebration that you can highlight?
What do you see that you appreciate that the student(s) do well?
What skills/strategies have your student(s) mastered?
Step Two: Investigate
Based on the data, notice what stands out in the current data story.
What surprises you?
What trends do you notice?
What assumptions are you making?
Step Three: State Reason
Based on the data, state what you believe,
I/We Believe the data suggests….because…
Additional data that would help me/us verify or confirm the reason would be….
Step Four: Elevate
Based on the noticings in steps one through three,
What are some goals that can be set to elevate student(s) outcomes?
How will the goals be communicated to the student and other stakeholders?
Step Five: Solutions
Based on the determined goal,
What solutions/actions can be put into place to assist with achieving the set goals?
How will success be determined and measured?
What are some coals that can be set to elevate student(s) outcomes?

In 2022, OUFSD began using Branching Minds as our MTSS platform to document all of our data-driven discussions, decisions, action plans, interventions, formative assessments (progress monitoring results), and communication logs. This supports the systemic approach by providing one common space for the following:
Universal screener and progress monitoring data.
Action plans and goals.
The history of a student's learning journey.
The forms, letters, and surveys to document collaboration and communication with colleagues, families, and other community support agencies.
