SUPERINTENDENT'S MESSAGE

In the next few weeks, we will be asking the School Committee and Board of Selectmen to once again vote to support our Statement of Interest (SOI) submission to the Massachusetts School Building Authority (MSBA) for the renovation and expansion of the North Andover Middle School.  As you may recall, this is our third submission to the MSBA for approval. The MSBA identifies which school facilities have the greatest and most urgent need based on an assessment of the entire cohort of SOIs that are received for consideration each year. It often takes communities three or four submissions to the MSBA for approval to move forward in the MSBA eligibility pipeline.

A renovation and expansion of the middle school would allow us to add the additional classrooms needed to address class sizes and update the antiquated science labs.  Although the Town Manager and I remain committed to collaborating and partnering with the MSBA, we have also agreed that the middle school expansion project will be included as part of the Town’s Facilities Master Plan II. This will ensure that the needs of NAMS will be taken into account during the Town’s decision-making process on the continued modernization and/or replacement of public facilities. In addition, we remain committed to exploring all building and capital options to determine how to best address our capital needs in order to serve our students and neighbors in the most fiscally responsible manner.  More information on the Town’s Facilities Master Plan II can be found on the Town’s website.

Mr. North Andover Pageant Friday, March 13, 2020

The much loved and highly anticipated Mr. North Andover show will be held on Friday March 13th, 2020.

Watch as eight North Andover High School seniors, with the help of their sponsors, vie for the title with their own personally designed creative performances. This is an extremely entertaining and very popular event, so purchase your tickets early as this show is known to sell out! 

One hundred percent of the proceeds from the show go towards the Support Our Seniors "SOS" All Knight graduation party:  Tickets are $10 for general seating or skip the lines and get premium seats for $15 by clicking here. 

Any unsold tickets will be sold at the door beginning at 6:00 pm on March 13th for $15 each.

Reading Intervention

Do you know the North Andover Public Schools has two instructional coaches for literacy? Anne Joyce and Jaclyn Taylor have both worked in the North Andover Public Schools for 6 years, and they support our teachers in grades K-5. They are both former elementary school teachers with a specialization in reading intervention. Instructional coaches support instruction and student growth in a variety of ways. Coaches are teacher thought partners, working with our educators to help meet the needs of our amazing students. Coaches collaborate with individual teachers, teacher teams, and entire school communities.   Coaching can take various forms. You will see coaches in our classrooms teaching reading or writing lessons, co-planning lessons with teachers and working with small groups and individual  students. Sometimes, one of our coaches may visit all teachers in a school or grade level. A coach visit can also be requested by a teacher. Coaches support school communities in collecting, analyzing, and acting on data to address the instructional needs of students. 


This school year has been packed full of coaching support visits to our classrooms, with a concentration in grades K-2. Our classrooms in grades K, 1 and 2 are implementing the Columbia University Teachers College Reading and Writing Project (TCRWP) Units of Study in Reading.  This curriculum initiative centers around teacher-led mini-lessons and students reading at their independent level while the teacher runs small groups and individual conferences with students.  Our instructional coaches support teachers in this method. This initiative falls under “Consistent and Rigorous Curriculum” as part of our North Andover Public Schools Strategic Plan. Ms. Joyce and Ms. Taylor have made over 180 class visits since September and supported all 47 teachers in Grades K, 1 and 2 through model lessons, co-teaching and planning sessions since the beginning of the year. They will continue to work with teachers at these grade levels for the remainder of the year.  Working with the teachers and students has been and will continue to be awesome!

Commemorating the 15th Amendment in 2020

North Andover High School history teacher Brian Sheehy is the proud recipient of a $250 mini grant from the Zinn Education Project. The grant will enable high school students to commemorate the 15th Amendment to the Constitution of the United States and learn about the struggle for voting rights in 2020 .

What's Happening at Stevens Memorial Library?

The Stevens Memorial Library welcomes our new Teen Librarian,  Amy Fowler-Popoloski.  If you are looking for a good teen read, Amy is here to help you find the book just for you.  She enjoys reading fantasy, science fiction, romance, manga and other graphic novels.   Stop by, introduce yourself to Amy and share your favorite authors, ideas for programs, book group suggestions or new titles.  Amy is excited to meet North Andover’s teens.  

Amy is running two monthly book groups.  Drop by her desk in the Teen Room, to pick up copies of the book.  New members are always welcome!

SCHOOL COMMITTEE CORNER

What a difference a few weeks make!  At this time last month, Dr. Gilligan had just released his FY21 school budget, and the School Committee was reviewing it.  It was a very ambitious plan that proposed raising our spending by 4.52%, a sizable increase and one we haven’t seen in several years.  It was extremely well-received, not only by myself and my colleagues, but also by the school community at large.  It garnered applause because the vast majority of the new spending would be directed to classroom instruction and special education programming.  The School Committee was excited that Dr.  Gilligan was not going to shy away from requesting what he strongly believed to be financially necessary for all our students to succeed.

We had our public hearing on the recommended budget on January 16, and I was impressed with the turnout of parents we had.  They asked tough and direct questions, and I felt that the administrative team responded with specific and direct answers.  We had a great turnout from the Atkinson School community, and they let us know about many of the issues they felt needed addressing at their school.  I believe Dr. Gilligan’s budget begins to tackle some of them this upcoming year with the addition of a new half-time assistant principal and a second school nurse.  They could also see another teacher as the budget provides for the hiring of three new elementary school teachers. Fall enrollment numbers and a needs assessment will ultimately determine where those new teachers will be placed.  

As much as I was excited to have that level of public input, I was over the moon when the town manager revisited the town’s revenue forecast and determined that next fiscal year’s revenue numbers would likely come in higher than

originally expected.  This determination gave the School Committee the confidence that Dr. Gilligan’s budget was not only doing right by our students, but also doing right by our collective wallets.  Sustainability is key as we move forward.  We were thrilled that the town manager would be supporting our school budget, and the School Committee unanimously voted in favor of it on February 6.  It was nice that most of the school principals and central office administrators were in attendance that night. To me, it shows that we have a dedicated team in place leading our schools who have a tremendous amount of confidence in Dr. Gilligan’s leadership.

Finally, I was very happy to sit in the audience this past Monday night at the Board of Selectmen's meeting when Town Manager, Melissa Murphy Rodrigues, presented her recommended town-wide budget.  I cannot thank her enough for her support of our budget.  With the Town Manager and the Board of Selectmen on board, I feel very confident that the Finance Committee will embrace it as well and that we can go into Town Meeting in May with another consensus budget.  The School Committee was prepared to fight for the needs of our students, but this is a much better outcome.  Floor fights at Town Meeting can be divisive, and hard feelings can linger for years.  As someone who has attended nearly every one for the last 25 years, I can attest to how much better it is when we all come together and agree what’s best for our town.  I still hope you will make every effort to remain engaged in the process.  This isn’t a spectator sport, and solely relying on social media to keep informed will more than likely keep you less so.   I hope you all stay in touch as the budget process continues, and I hope you and your families had a wonderful February vacation week.
