Missouri Course Access and Virtual School Program

What Is a MOCAP Course? Section 162.1250, RSMo sets out the requirements for all virtual courses. Not all virtual courses are approved MOCAP courses. Courses listed on the MOCAP Course Catalog have been checked for compliance by the Department of Elementary and Secondary Education (DESE). The local education agency (LEA) must vet all other virtual courses to ensure that statutory requirements have been met.

General Information

  • Participating students will be able to select from a set of pre-approved vendors.
  • Students are required to provide their own technological device and internet access to participate in MOCAP.
  • All MVHS student expectations and eligibility requirements listed in the MVHS Handbook apply to any student wishing to participate in MOCAP.
  • All grades received through the Virtual Education program will be recorded on the students’ academic transcript.

Student Eligibility

In order to be eligible for MOCAP courses, the student must:

  • be an enrolled Mt. Vernon Public School student or have attended a public or charter school the previous semester.
  • have a documented medical or psychological diagnosis or condition that prevented the student from attending a school in the community during the previous semester.
  • have demonstrated a strong academic ability, be self-motivated, and technologically proficient.
  • be approved by MVHS administration

Enrollment

The same criteria used for student taking regular MVHS courses also apply to any students taking MOCAP courses. These criteria are as follows:

  • Students must enroll or withdraw from MOCAP within the first five (5) school days from the start of the given semester.
  • MOCAP participants are expected to complete all elements of their course load along the same grading timeline as the regular MVHS student. (quarter and semester)
  • All prerequisites are required as they are listed in the MVHS student handbook.
  • A Face to Face meeting between parents and an MVHS designate must be conducted prior to admission into MOCAP in order to determine whether or not it is in the students best interest to participate in the program.

Other Information

  • MOCAP students are A+ eligible.
  • Full-time MOCAP students must take six (6) courses per semester.
  • All graduation requirements for MOCAP students are identical to the expectations set forth by the Board of Education for all Mt. Vernon students.
  • In order to participate in any school-sponsored activity, a student must be physically present at least three (3) class periods per day. The remaining portion of the day can be spent utilizing MOCAP.
  • To maintain enrollment in MOCAP, students must complete the following:
        • A minimum of 5 hours of work per week per course or progress at the pace prescribed by the vendor. (A student with a full load (6 courses) should log 30 hours of work per week.)
        • Complete each course assigned with a passing grade by the end of the semester. (Students who do not fulfill these two requirements will not be allowed to continue in the Virtual Program the following semester.)
  • MVHS administration reserves the right to enroll or withdraw any student from the MOCAP program if it is in the best interest of the student.
  • Appeal Process:

There is an appeal process if a student is denied access to a MOCAP course. Please refer to Section 161.670, RSMo to learn about the LEA’s responsibility in the MOCAP appeal process. Parent/guardians must first work with the LEA before submitting the appeal to DESE. Parents/guardians may only submit the documentation provided by the local school board to the MOCAP Appeal website. The LEA will receive notification of the appeal and a copy of the submitted documentation. Only MOCAP courses offered during the regular school year are eligible for appeal. The appeal process does not apply to summer school or virtual courses that are not MOCAP approved.
