Tier II practices and systems provide targeted, small-group support for students who are not experiencing success with Tier I supports alone. These interventions are layered on top of Tier I—meaning students still receive all universal supports while receiving additional help to meet their behavioral or social-emotional behavioral needs.
Effective Tier II systems include:
A strong Tier I foundation, so Tier II is not overloaded
Established thresholds. Data indicators for entry and exit criteria based on data
A menu of evidence-based interventions that are matched with function of behavior, such as:
Check-In/Check-Out (CICO) or Check and Connect
Social skills groups/Targeted SEBL lessons
Defined progress monitoring processes to assess if student is responding to the intervention
Regular student data reviews to adjust support as needed

Why kids act out: Behavior is communication. Kids act out due to stress, unmet needs, lack of skills, or emotional overwhelm.
Behavior has a function: All behavior serves a purpose—to seek attention, to gain access to a specific item, to escape or avoid something, or sensory overload.
How to support: Respond with empathy. Create safety, teach skills, and look for the “why” behind the behavior.
Your role: Be a calm, supportive adult. Build trust, model regulation, and increase student’s readiness to learn
