Tier 1 systems, data, and practices serve as the foundation for supporting all students, in all settings, across all tiers of instruction. These proactive supports aim to prevent challenging behavior by creating a consistent, safe, and inclusive school environment.
At the heart of Tier 1 is the establishment of clearly defined, positively stated, and culturally responsive expectations. These expectations create a shared language among staff and students and guide behavior across all school environments.
Tier 1 also emphasizes the explicit teaching, modeling, and positive reinforcement of prosocial behaviors. Success depends on consistent implementation by all adults and regular use of data to monitor effectiveness and guide decision-making.
