The goal of MTSS is to identify struggling students early so intervention can begin quickly
It isn't a 'specific' curriculum but rather a proactive approach
It screens ALL kids to provide targeted support to those who are struggling

Tier 1: core instruction is adequate to meet the need of most students
Universal Instruction
