Homelessness is a global problem which has a multitude of causes, both systemic and individual. Where relevant we should provide a balanced commentary, particularly in areas or situations where there is a safety concern. However, we should never ascribe blame to the individual homeless person and we should never infer that people who are homeless have a problem with substance abuse, mental health or any other issue. We should also never equate homelessness with begging or panhandling – as they may or may not be related – or assume that all beggars are homeless.
Do not use derogatory terms for individuals, eg bum, hobo.
