Description:

The position holder will working under the direct supervision of the Manager – MEAL. S/he will have the most important role for smooth running of respective project. The incumbent is expected to lead the projects monitoring and evaluation activities and will incorporate the M&E Strategy in projects. The M&E Officer will be responsible to monitor the project for the appropriate implementation, smooth running of project and achieving the expected results of the project.

Major Responsibilities:

· Lead project team in the development and implementation of an M&E system and monitor the project activities and ensure the quality and relevance of the project’s monitoring and evaluation

· Provide support to field staff in preparation their plans, reports, assessment forms, ToPs, filling and record keeping

· Ensure the quality of M&E related data to be collected throughout the project implementation

· Field level monitoring, quality reporting, and development of monitoring tools

· Facilitate Community organizations, Farmer Field Schools in developing their monitoring tools for different project activities and record keeping

· Develop tools for the baseline, mid-term evaluation and end-line of the project

· Regular field monitoring of project activities and provide recommendation to field staff for effective implementation against the project LFA, M&E Plan and DIP

· Prepare periodic progress reports (Monthly, Quarterly and Final/Project Completion) of the project as per organization requirement.

· Develop field monitoring tools and designing the formats and procedures for operational monitoring.

· Prepare impact reports, case studies, success stories, lessons learnt of different activities.

· Document results of the M & E system and produce periodic reports required by LHDP and donor agency.

Qualifications and Experience:

Bachelors (14 years) in Economics, Statistics, Social Science or any other relevant subject with at least Four years of relevant experience in Monitoring, Evaluation and Reporting

Or

Masters (16 years) in Economics, Statistics, Social Science or any other relevant subject with at least Two years of relevant experience in Monitoring, Evaluation and Research

Skills and knowledge required:

· Experience in working with multiple discipline projects

· Proficiency on Computer and Computer based software like: MS-Office (Word, Excel, Power Point and Access)

· Good Approaches data base and data analysis.

· Fluency in English and Sindhi Language is mandatory

· Excellent Monitoring, Evaluation and Research Skills

· Excellent Coordination, Networking, Team Building and Facilitation Skills

· Excellent Inter-personal communication Skills

· Good Understanding of Drought Resilience

Main Internal contacts:

The position holder will primarily work with the MEAL Manager, Project Manager, Agriculture Officer, and Social Mobilizers. S/he will secondarily work with the consultation of Logistic, Procurements, Admin and Finance Staff, where and when required and will follow the organization’s functional chart/organogram.

External Contacts

The position needs to be in close coordination of partner communities, donor reporting section, researcher, media persons and civil society forums/organizations.
