Abstract. The elements of the mechanism of strategic partnership are determined. A general model of the strategic partnership life cycle has been built. The interpreted model of strategic partnership to its features as a hotel and tourist complex and a mixed model: the model of strategic partnership and the model of a single owner. The strategic interests of the partnership subjects are determined. The list of functions of the subjects of strategic partnership in the field of education, which are performed to achieve the strategic interests of the partners, is given. The main features of the application of the model of strategic partnership of educational institutions with business structures and authorities have been formed. Problems of the state's participation in strategic partnership with civil society and business are identified, and ways and measures to solve them are proposed. The advantages of the process of digitalization of the sphere of public services within the framework of strategic partnership have been established. Public-private partnership is the most common and still the most optimal form of strategic partnership. It is proposed to create national online platforms and platforms of regional strategic partnership centers for effective interaction between business and state participants in the context of digitalization of the economy.
