Video Compress is a free app in the Apple App Store tah allows you to compress the size of videos directly on your iOS Device.
Open Camera by Mark Harman is a free app on the Google Play Store that will both record video and can help reduce the size of videos.
The Gallery App, built into Android, offers a simple way to trim a video.

Photos App

iMovie
iMovie is included (or available for free download) on all Apple computers. It can be used to trim and convert video. Video conversion is limited in that iMovie can import a handful of video formats but primarily exports to .mp4 (which is the preferred format for edTPA).
