Kentucky State University (HBCU) (They will pay tuition + dorm and food! Must do FAFSA and have 2.5 GPA)
Eastern Kentucky University (Must have at least a 3.0 GPA)

The Evolve502 Scholarship is a scholarship program that covers a student’s college tuition after federal and state aid has been applied. The scholarship application will open in mid-August to eligible JCPS Class of 2026 students and may be used to earn an associate degree, workforce credential or up to 60 undergraduate credit hours at any Kentucky Community and Technical College including Jefferson Community and Technical College, or Simmons College of Kentucky. (Basically, You can go to any of those schools and get an associate's degree for free).
If a student completes their Associate's degree at JCTC through Evolve502 (free) and participates in the ULtra program (free), they can qualify to finish out their Bachelor's degree at UofL for FREE as long as they are Pell Grant eligible (through FAFSA).
The Tuition Waiver for Foster and Adopted Children waives the cost of tuition and mandatory fees at all of Kentucky’s public 4 (year) universities as well as all the colleges and institutions of the Kentucky Community and Technical College System (KCTCS). Once utilized, the waiver is good for 5 years.
Eligible youth include:
Those currently committed to the Cabinet for Health and Family Services.
Those who aged out of Kentucky’s Foster Care System on or after their 18th birthday.
Those whose were adopted from Kentucky’s foster care system.
Eligible youth must:
Youth must start using the benefit within 4 years of graduating high school or obtaining their GED.
Complete the Free Federal Application for Federal Student Aid (FAFSA).
Maintain good academic standing at the college.
To apply, the youth should complete Section I of the Tuition Waiver and return the form to the college’s financial aid office.
