SAFE SCHOOLS POLICY
Earlier in the 1999-2000 school year, the Huron School District Board of Education approved three policies as a result of State legislation concerning school violence. In the summer of 1999, three Public Acts were signed into law to ensure schools to be a safe place for students and employees. These acts required local school boards to adopt policy by January 2000. The policies are briefly summarized below:
Statewide School Safety Information
School crime and violence are multifaceted problems that need to be addressed with coordinated efforts of the educational community, law enforcement, and families. Schools will receive and report “reportable incidents” as defined in the School Safety Response Guide Index.
Class, Subject and Activity Suspensions
Teachers are authorized to immediately remove or suspend a student from a class, subject, or activity when a student engages in misconduct.
Assaults committed by Students
The Board of Education will permanently expel a student in grade 6 or above for committing a physical assault against a district employee, a volunteer, or a contractor on school property, on a school bus or at a school sponsored activity.
A student who commits a verbal assault against any of the above named people will be expelled by the Board of Education for up to 180 days. In addition, the Board will expel a student for up to 180 days if he/she commits a physical assault against another student on school property, on a school bus, or at a school sponsored activity.
The purpose of this article is only to summarize the policies and inform you of their intent. The policies in their entirety can be obtained by calling Mrs. Laura DiMambro at the School District Administration Office (734) 782-2441.
The purpose of these legislative acts was to ensure a safe environment for student learning. It is important, however, that students, parents, and staff realize the seriousness and long-lasting effects of inappropriate behavior in our school.
STUDENT AND EMPLOYEE SEXUAL HARASSMENT POLICY AND PROCEDURES
It is the policy of the Huron School District to maintain a learning environment and a workplace that is free from sexual harassment and discrimination for its students and employees. Sexual harassment is a violation of Title VII of the Civil Rights Act of 1964 and the Michigan Elliott-Larsen Civil Rights Act and will not be tolerated by any person, and in any form. This policy shall apply to all students, employees, Board members, or any person associated with Huron School District in their conduct and communication with student’s employees, parents, and citizens when these individuals are on or off school premises while they are participating in school sponsored functions. Sexual harassment is defined (but not limited to) as unwelcome sexual advances, requests or pressure (subtle or overt) for sexual favors, engaging in improper physical conduct (such as patting or pinching), or making improper sexual comments (including sex oriented kidding), creating an intimidating, hostile, or offensive workplace or learning environment. A copy of the Sexual Harassment Policy and Complaint Procedures in its entirety is available upon request. A complaint of conduct perceived to be sexual harassment should immediately be reported to the Building Principal, the Department Supervisor, or to Mrs. Laura DiMambro, Assistant to the Superintendent, Huron School District. Retaliation against any person for complaining about sexual harassment, or participating in a sexual harassment investigation, is prohibited and will not be tolerated. Complaints regarding discrimination or harassment may also be filed with the Equal Employment Opportunity Commission in Washington, D.C. or with the Michigan Department of Civil Rights within 180 days of the alleged violation.
TITLE IX NOTICE
Title IX is a federal law, which prohibits schools from discriminating on the basis of sex. In 1971 the congress of the United States passed this law which ensures that educational programs and activities, including athletic activities, will be open to all students. If any person believes that Huron School District or any part of the school organization has not adequately applied the principles and/or regulations of Title IX or is in some way discriminatory on the basis of sex, a complaint may be brought to Mrs. Laura DiMambro, Assistant to the Superintendent, telephone (734) 782-2441.
ANNUAL ASBESTOS NOTIFICATION
In accordance with Section 763.84 of the Asbestos Hazard Emergency Response Act (AHERA), or the “Asbestos Schools Rule”, Huron School District is notifying employees and building occupants, or their legal guardians, of activities conducted within the past school year involving the asbestos inspections, response actions, and post-response action activities, including periodic re-inspection and periodic surveillance activities, that are planned or in progress at School District facilities.
During the schools year (the “2012-2013 School Year” - September, 2012 through March, 2013), Huron School District planned the following activities related to asbestos-containing materials throughout the School District:
Six Month Periodic Surveillances: Six month period surveillances were completed every six months and continue on a regular six month schedule (next two scheduled rounds approximately September, 2012 and March, 2013)
Asbestos Abatement Projects - Scheduled: Because of the 2011 Bond Issue Renovations, there may need to be asbestos abatement projects scheduled when necessary to support renovations of building operations. Abatement will be completed by trained and accredited personnel.
During “2011-2012 School Year” - September, 2011 through August, 2012, Huron School District completed the following activities related to asbestos-containing materials throughout the School District:
Three Year Re-inspections: The EPA required that each school district re-inspect all known and assumed asbestos-containing materials once every three years. The three-year re-inspection activities for all Huron School District facilities were completed in December, 2010. Therefore, the next three year re-inspection is due in December, 2013.
Six Month Periodic Surveillances Six month surveillances were completed in September, 2010 and April 2011.
Asbestos Abatement Projects - Completed: Asbestos abatement projects were conducted at the following district buildings during the 2010-2011 school year:
Miller Elementary: February, 2011, patched and repaired roof drain insulation, removed pipe wrap insulation and exterior soffit.
Renton Jr. High: July, 2011, remove pipe wrap insulation because of 2011 Bond Issue Renovations.
Huron High School: July, 2011, remove pipe wrap insulation because of 2011 Bond Issue Renovations.
Huron High School: August, 2011, remove the exterior auditorium fascia because of 2011 Bond Issue Renovations.
AHERA Management Plans are available for review in each school building office or at the Huron School District Central Office. Summaries for all of the asbestos abatement projects conducted prior to the 2010-2011 school year are located in the AHERA Management Plans, while complete documentation is also maintained in the Central Office.
