Outsourcing Update – Safety and Security

Over the past seven months, the committee for the Armed Security Services Request for Proposal (RFP) has worked to accurately evaluate if outsourcing of the Safety and Security Department should be considered.

The committee worked diligently to document the duties and responsibilities of the department and transcribe those tasks into an RFP. The committee began their work in February by engaging with department employees and collecting feedback on the draft RFP to ensure it accurately and fairly represented their tasks. The committee worked through the pandemic by holding on-site tours with potential vendors. The criteria for the College to outsource the Safety and Security Department remained the same as other outsourcing evaluations, which stated that the services offered by vendors had to be the same or better level of service and there had to be a material amount of savings realized.

Ultimately, when the bids were received, it was clear that the Safety and Security Department was operating efficiently and effectively, as there were no material savings from vendors to consider outsourcing. The RFP committee would like to thank all of the employees in the Safety and Security Department for their patience and professionalism as we worked through the evaluation. A special thanks to Vito Damone and Stephen Moffett for their professionalism and leadership as we fairly and accurately evaluated the department through this process.

As the College continues to operate in a remote environment through the spring semester, the Procurement Department realizes there may be a need to order required office supplies or request the use of College office furniture to better accommodate an employee’s home workspace. Please see below for guidance on how to order/request supplies and equipment as we operate remotely.

Office Supplies:

Please fill out the Office Supplies Request Form to request items from the bookstore. You may view available items at www.bookstore.hacc.edu

  • Delivery options include mailing to your home address or scheduling a pick-up with campus access authorization.

  • For office supplies not listed on the bookstore website, please contact the Procurement Department at procurement@hacc.edu.

Furniture Request:

Please use the Furniture Request Form to request items from your Campus office location for use remotely.

Welcome Shawne Hargis

A big HACC Facilities WELCOME to Shawne Hargis, Harrisburg custodial supervisor. Shawne brings to HACC 15 plus years of progressive facilities experience in the K-12 sector. She previously fulfilled a variety of facility and custodial roles and responsibility levels highlighted by her work ethic, leadership qualities and her ability to work with a diverse staff.

Prior to moving to her new home in Mount Joy, Shawne resided in Windham, Maine. She enjoys spending free time volunteering for her children’s field trips, chaperoning school events and spending time with family. Shawne is looking forward to this new chapter in her life.

Top Ten Facts for Employees that Need to get Authorization for a Tenant, Vendor, or Partner to Come onto a HACC Campus

  1. Employees need to visit the hacc.edu/Coronavirus site for the most up-to-date Coronavirus information.

  2. Employees are required to request prior approval from their supervisor for a tenant, vendor or partner by filling out the On Campus Authorization – Vendor or Tenant form.

  3. Approved vendors, tenants and partners are required to fill out a Wellness Screening Form within 24 hours prior to each campus visit. An email receipt/response will be sent to the employees’ HACC email. Employees, please explain this process to your vendor, tenant or partner.

  4. All persons entering a HACC campus will need to go through the Wellness Screening booths located on each campus prior to entering buildings.

  5. Vendor, tenant or partner will show the Wellness Form email receipt/response to the HACC screener.

  6. The screener will review the Wellness Form receipt/response presented and take the individual’s temperature to ensure it is 100.4° or below.

  7. The screener will give the vendor, tenant or partner a wrist bracelet that is required to be worn while on campus.

  8. The vendor, tenant or partner will contact Security or HACC point person to indicate that they are on campus and be escorted to the building.

  9. While on campus, all are required to wear a mask that covers both nose and mouth, maintain the six-foot distance requirements and wear the daily Wellness Screening wrist bracelet.

  10. These procedures have been implemented for your safety, for consistency and to meet the requirements of the Pennsylvania Department of Health and the Centers for Disease Control.
