A student on an IEP can receive interventions from the Title teacher as long as the services supplement special education services and do not supplant special education services.
1. A student is verified as SLI, but does not meet SLD criteria for reading (even though she struggles with reading). Can this student receive supports through Title for reading?
In this case, title services do not seem appropriate as the IEP team has discussed the reading concerns and has determined services in the area of reading are not necessary to provide FAPE.
2. A student currently receives Title services. He has now been referred for an evaluation in the area of speech/language. Can the student qualify for sped services while still receiving Title services?
You should test in all areas where you suspect a disability. If the evaluation does NOT reveal 1) a disability and 2) a need for specialized instruction, the SAT team should continue to problem solve. If the evaluation reveals that 1) there is a disability and 2) there is a need for specialized instruction, Title services can continue as long as those services supplement the sped services outlined in the IEP. They CANNOT supplant or take the place of those sped services.
